Thoughts on reducing the pressure of cadres' work
With the rapid development of society, the accelerating pace of life, the further scientific and standardized management of the tax system, and the ever-changing new ideas and technologies in the national economic management system, our tax cadres and workers are facing increasing pressure in keeping up with the pace of development, safeguarding national interests and establishing the image of the tax team. How to keep pace with the times under the new situation, effectively release pressure and ensure the healthy development of team building has become an important direction of our ideological and political work. First, the concept of work stress and its impact on work stress, also known as "occupational stress" in professional terms, refers to psychological stress caused by work or factors directly related to work. Excessive work pressure will affect the physical and mental health and work performance of cadres, and cadres will have emotions such as worry, tension, fear, depression and irritability. Or they may find it difficult to concentrate, often forget and always think about their current job; In severe cases, it is difficult to sleep or wake up early, overeating or loss of appetite, excessive drinking or smoking, avoiding work-related situations, or unwilling to associate with others, and social withdrawal. This situation is that the work pressure is too great, which will not only affect the physical and mental health of cadres, but also affect our work performance. Second, at this stage, the source and present situation of work stress of cadres and workers in our bureau are influenced by three factors: individual, organization and environment. Based on these three factors, the sources of work pressure of cadres in our bureau are: (1) individual factors, with the change of social structure, the acceleration of social rhythm, the increasing competition in the tide of continuous national reform, the pressure brought by dealing with the relationship between work and family, the economic income of grassroots cadres and workers, the reduced employment security of civil servants' assessment system, the imbalance of political treatment at the grassroots level, the pressure brought by job promotion, the material comparison between people in contact with each other, and the psychology of resisting tax reform. To a certain extent, they all bring anxiety to individual cadres, which in turn leads to boredom and pressure. (2) Organizational factors. In recent years, the tax department has been reformed frequently, the collection and management mode has been constantly changing, the job responsibilities have been constantly adjusted, business restructuring, information construction, golden tax project, various examinations and assessments, etc., which have led to rapid changes in work, high requirements and strict assessment. In addition, the contradiction between the increasing financial demand of the government and the actual shortage of tax sources leads to the rigid growth of tax tasks, and completing the tasks has become the biggest difficulty faced by tax departments and cadres. 2. Lack of reasonable attention to the problem of cadre pressure. Because work stress is a new concept in psychology, it only started in the early 1990s. For the team building management of tax departments, there is no systematic concern and preventive measures for work pressure, and the demand for pressure management consultation and training has increased significantly. The research of job stress management only started in recent years, and the degree of attention is not enough. As the exercisers of public power, tax officials bear huge public responsibilities, and their psychological plight has not been paid due attention. In addition, due to their special nature and working environment, they lack channels to vent and channel their psychological difficulties. Once there is a psychological dilemma, I don't know how to vent, I dare not vent, and I can't even vent. Over time, it accumulates in your heart, and the predicament intensifies. It often leads to excessive anxiety and tension. (III) Environmental factors Environmental factors include economic, political and technological uncertainties. Specific to the tax cadres of our bureau, it is mainly reflected in two aspects: 1. Economic pressure According to the survey of cadres' ideological status made by our bureau, more than 60% of cadres and workers think that wages and benefits need to be improved. Although the salary of civil servants has increased in recent years, with the continuous rise of prices, the proportion of wage growth lags far behind the speed of price increase, and income and expenditure have become a huge "scissors difference". After working at the grassroots level for decades, the salary is about 3000. However, some family members of cadres are laid-off workers, unemployed at home, or working at home. The salary of micro-books has to support the family, children study, buy a house, and some have to support the elderly of both husband and wife. It is even worse to be hospitalized when you are seriously ill. This situation, on the one hand, makes many grass-roots cadres confused about their work, on the other hand, they have to consider their other incomes, so it is inevitable that it is difficult to devote themselves to their work and there are hidden dangers of on-the-job corruption. 2. Social pressure The development of society inevitably encourages people to compare with each other, which makes people strongly pursue material interests. However, the income of taxpayers that our cadres and workers come into contact with is usually very different from their own income. Blind comparison will often cause great fatigue to the body and mind, which will easily lead to the lack of trust, goodwill and tolerance between people in society. The improvement of taxpayers' requirements for the quality of tax service for tax cadres has also increased the work pressure of our cadres. Three, some suggestions to effectively alleviate the work pressure of cadres (a) to improve the quality and enhance their own decompression ability 1. Strengthen the cultivation of anti-pressure ability, constantly improve their professional quality, political quality and self-confidence, improve their adaptability to work intensity, and gradually turn work pressure into motivation. 2. Understand and analyze the source of work stress and make effective self-regulation. The first is to decompose the work and make it smaller. Break down the work as much as possible, break down a big task into several small parts, and then complete it one by one in stages, which can reduce the pressure and effectively motivate yourself to complete the whole task. Second, it is not limited to the details of the work. We should build up self-confidence, avoid procrastination or perfectionism in our work, and don't get caught up in trivial matters at work and ignore the realization of the final result. Take a practical way of thinking, arrange time effectively and reasonably, fully and effectively divide labor and authorize, and make a clear goal plan. The third is to effectively use social support to alleviate work pressure. When you feel that your work pressure is too great, you should consciously seek help and be willing to accept others' help. Consciously cultivate and develop good interpersonal relationships, such as husband and wife, friends and colleagues, and talk to family and friends about their experiences or troubles at work. The fourth is proper entertainment and relaxation. Establish a healthy lifestyle, change the pace of your life and work, and arrange some entertainment and relaxation time for yourself every day, such as listening to music, watching TV, walking, chatting, exercising, playing with children and reading a good book. At the same time, we can also make rest plans, such as lunch break, weekend rest or vacation, establish a healthy entertainment and leisure mode, cultivate healthy hobbies and relieve stress. (2) Strengthen management, create an atmosphere and build a humanistic and healthy pressure release platform. 1. Establish an orderly and fair management system so that everyone can give full play to their talents in a fair and reasonable competitive environment. Establish a distribution reward mechanism and mobilize the positive factors of cadres. Wages, bonuses and welfare benefits are important aspects of cadres' peace of mind. How to ensure the rational use of material rewards for employees needs to resolutely safeguard the rationality of salary distribution. All units are required to scientifically and reasonably distribute wages, bonuses and benefits, rationally distribute material benefits, open distribution grades, adhere to the principle of distribution according to work, improve work enthusiasm and overcome egalitarianism. 2. While ensuring the stability of tax revenue, we should pay attention to the physical health and mental health of cadres. Organizing colorful cultural and sports activities can not only enhance the consciousness of all cadres to love the motherland and socialism, but also stimulate the spirit of cadres to stand on their own posts and be diligent in dedication. It can also enliven the atmosphere of the unit, further enhance the cohesion and centripetal force of the team, and provide good decompression methods for busy cadres. 3. Pay more attention to the release of cadres' work pressure. Units should attach importance to the work pressure of cadres, and political departments should have the ability of psychological consultation, master and promptly guide the mental health problems of cadres, and build a healthy psychological defense line from the mechanism level. Create a harmonious mechanism, pay attention to the needs of higher-level cadres, make cadres turn pressure into motivation, make active efforts, and improve the work efficiency of individuals and even the whole tax system.
