Article 1 In order to strengthen the classified management of domestic waste, save resources, protect the ecological environment, and promote the green and sustainable development of economy and society, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations on the Administration of Urban Appearance and Environmental Sanitation, and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the delivery, collection, transportation, treatment and related management activities of domestic waste within the area where classified management of domestic waste is implemented in this Municipality.

The areas for implementing classified management of domestic waste shall be determined by the people's governments of cities and counties (cities, districts) in accordance with the principle of step-by-step implementation and steady progress, and announced to the public. Article 3 The term "domestic garbage" as mentioned in these Measures refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste regarded as domestic garbage according to laws and administrative regulations. Article 4 The classified management of domestic waste in this Municipality adheres to the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, suiting measures to local conditions and simplicity, and gradually improves the level of reduction, recycling and harmlessness of domestic waste.

Domestic waste classification should be included in the evaluation content of civilized units and other activities. Article 5 Domestic garbage in this Municipality is divided into the following four categories:

(1) Recyclable refers to domestic garbage suitable for recycling, including paper, plastic, metal, glass, fabric, etc.

(2) Hazardous waste refers to domestic hazardous waste listed in the National Hazardous Waste List, including lamps, daily chemicals, batteries, etc.

(3) Kitchen waste refers to perishable domestic waste containing organic matter, including household kitchen waste, kitchen waste and other kitchen waste;

(4) Other garbage refers to domestic garbage other than recyclables, harmful waste and kitchen garbage.

The municipal environmental sanitation department may adjust the specific classification standards of domestic garbage according to the level of economic and social development, the characteristics of domestic garbage and the needs of treatment and utilization. Article 6 The people's governments of cities and counties (cities, districts) shall incorporate the source reduction and classified management of domestic waste into the national economic and social development plan at the corresponding level, establish the classification coordination mechanism of domestic waste, improve the classification system and socialized service system of the whole process of classified delivery, classified collection, classified transportation and classified treatment of domestic waste, and incorporate the funds required for classified management of domestic waste into the fiscal budget at the corresponding level.

The township (town) people's government and street offices are responsible for the daily management of domestic waste classification within their respective jurisdictions. Article 7 The competent department of environmental sanitation shall be responsible for the organization, promotion, inspection, guidance, supervision and assessment of municipal solid waste classification. Housing and urban and rural construction departments or departments determined by county (city, district) people's governments are responsible for the organization, promotion, inspection, guidance, supervision and assessment of rural domestic waste classification.

The competent department of housing and urban and rural construction is responsible for supervising the property service enterprises to carry out the classification of domestic waste.

The administrative department in charge of government affairs is responsible for the management, supervision, inspection and assessment of domestic waste classification in public institutions.

The competent department of ecological environment is responsible for the supervision and management of hazardous wastes.

The competent department of commerce and investment promotion is responsible for promoting the construction of renewable resources recovery system. Education and sports authorities are responsible for incorporating domestic waste into the teaching content of kindergartens, primary and secondary schools and other educational institutions.

Development and reform, finance, natural resources and planning, examination and approval services, market supervision, agriculture and rural areas, health, cultural tourism, transportation and other departments should do a good job in the classification of domestic waste according to their respective responsibilities. Article 8 The people's governments of cities and counties (cities, districts) shall popularize the knowledge of domestic waste classification to the public in various ways, enhance the public's awareness of reduction and classification, organize public opening activities of domestic waste classified collection, classified transportation and classified treatment facilities, and encourage the public to participate in the supervision of domestic waste treatment activities.

Organs, enterprises and institutions shall give full play to their respective advantages, organize and carry out the publicity and mobilization of domestic waste classification, and promote the whole society to participate in domestic waste classification activities.

Encourage and support social organizations to participate in voluntary services and public welfare activities for domestic waste classification. Newspapers, radio, television, internet and other media in this Municipality shall carry out public welfare publicity in accordance with relevant regulations to popularize the knowledge of domestic waste classification. Ninth units and individuals that have made outstanding contributions and remarkable achievements in the classification of domestic waste shall be commended and rewarded by the people's governments of cities and counties (cities, districts) in accordance with the relevant provisions. Article 10 County (city, district) people's governments shall establish a mechanism for reducing the source of domestic waste covering production, circulation, consumption and other fields, and advocate units and individuals to use renewable and degradable products in production and life to reduce the generation of domestic waste and promote resource conservation and recycling.

Institutions and institutions should take the lead in sorting and reducing the source of domestic garbage, and reduce the use of disposable office supplies.

E-commerce, express delivery, take-away and other industries should give priority to the use of reusable and easy-to-recycle packaging materials to reduce the generation of packaging waste.

Catering business units should set up appropriate ordering and stop wasting signs in catering service places, and remind consumers to consume reasonably in the service process.
