4. National three-child incentive policy IV: Protecting women's legitimate rights and interests. The recruitment of female enterprises and institutions will bring costs, including a series of costs during pregnancy, childbirth and childcare. In the past two years, some experts suggested that employers can refer to the employment policy for the disabled, that is, "exemption from the employment security fund for the disabled", encourage employers to recruit women and eliminate discrimination against women in employment. In addition, in the process of pregnancy check-up and child-rearing, employers should also provide flexible jobs suitable for women, and the whole society should create support measures to encourage fertility.
Second, the content of the three-child policy: According to the Decision on Optimizing the Birth Policy to Promote the Long-term Balanced Development of the Population, a couple can have three children, cancel restrictive measures such as social support fees, clean up and abolish relevant punishment regulations, and implement positive birth support measures. Improve the national life registration management system, improve the population monitoring system covering the whole population and the whole life cycle, and closely monitor the birth situation and population change trend. Relying on the national population basic information base and other platforms, we will integrate, share and dynamically update the basic information of population services such as education, public security, civil affairs, health and wellness, medical insurance and social security. Establish a long-term balanced population development index system and improve the population forecast and early warning system.
