Over the past year, we have mainly done the following work:

(2) Significant progress has been made in the construction of the public health system. The national disease prevention and control system construction project has been basically completed, and the emergency medical treatment system is progressing smoothly. The goal put forward by the CPC Central Committee and the State Council to establish and improve the emergency mechanism for public health emergencies in three years, and to strengthen the construction of disease prevention and control system and emergency medical treatment system has basically been realized. Schistosomiasis, tuberculosis and hepatitis B have been promulgated in the State Council, and vaccination work has been brought into the legal management track. We have formulated the Outline of the National Health Education and Health Promotion Plan (2005-20 10) to vigorously carry out health education. The construction of health supervision system has been smoothly promoted, and the supervision of food hygiene and occupational hygiene law enforcement has been strengthened.

(3) Strengthen rural health work. The executive meeting of the State Council decided to speed up the establishment of the new rural cooperative medical system, and the State Council held a national conference on the pilot work of the new rural cooperative medical system. According to the actual work, all localities should start from now on, start from themselves, start from the problems that can be solved, actively carry out reform and exploration, and take practical and effective measures to facilitate the masses to seek medical treatment and reduce the burden of medical expenses. Strengthen the structural adjustment of urban health resources, vigorously develop community health services, and create national community health service demonstration zones 107. The Ministry of Health organized the inspection and supervision of tertiary hospitals nationwide, which caused great shock in the whole industry. All localities actively improve the level of medical services, ensure the safety of medical services, enhance the ability of medical services, establish and improve the management system, and strive to explore a long-term mechanism to strengthen hospital evaluation and supervision and safeguard the interests of the people.

(six) to strengthen the work of Chinese medicine. Over the past year, all localities have actively explored and adopted many effective measures around the key issues of concern to the people, creating vivid experiences. Zhejiang has implemented the plan of building a healthy province, focusing on six key projects, namely, farmers' health project and community health promotion project, and coordinating urban and rural health development. Xinjiang, Hebei and other places attach importance to the health protection of poor and vulnerable groups, and actively organize medical services to benefit the people. The ideas are clear, the measures are appropriate, and the results are obvious. Shenyang, Liaoning Province has implemented a basic medical assistance system for some diseases, benefiting poor residents who have not participated in the basic medical insurance for urban workers. Jining, Shandong, Xinyang, Henan and other places have implemented a single-disease maximum price system to explore and solve the problem of expensive medical treatment for the masses. Ningxia and Sichuan have continuously improved the operation mechanism of community health service institutions, ensured that government guarantees are in place, and the services are of high quality and low price, and actively carried out medical assistance to benefit the people. Fujian strictly controls the growth of medical expenses, and clearly requires medical institutions at all levels to achieve zero growth in per capita medical expenses for outpatients and inpatients from 2005 to 2006. Gansu actively carried out the project of urban doctors supporting rural health, and transferred more than 1000 professional technicians from the whole province to support 43 poverty-stricken county hospitals and 360 township hospitals, actively alleviating the problem of farmers' difficulty in seeing a doctor.

The plenary session deliberated and adopted the Central Committee of the Communist Party of China's Proposal on Formulating the Eleventh Five-Year Plan for National Economic and Social Development (hereinafter referred to as the "Proposal"), which clarified the guiding principles, objectives, main tasks and important measures of China's economic and social development, described the grand blueprint of China's economic and social development in the next five years, and also put forward clear development goals and tasks for health work. We are required to "improve China's comprehensive strength, international competitiveness and anti-risk ability with a high sense of historical responsibility, a strong sense of hardship and a broad world vision, and strive to push forward the cause of Socialism with Chinese characteristics". The general requirements and basic ideas of the proposal are four sentences and 24 words, which are: "based on scientific development, focusing on independent innovation, improving institutional mechanisms and promoting social harmony". These 24 words not only put forward the strategic task of seizing opportunities and accelerating development, but also put forward the clear requirements that we must adhere to scientific development, rely on independent innovation, improve the system and mechanism to accelerate development and promote social harmony. This is the party's further enrichment and perfection of the development theory, forming a complete theoretical and ideological system.

Health work is an important part of the work of the party and the government. To do a good job in health work under the new situation, we must take studying and implementing the spirit of the Fifth Plenary Session of the Sixteenth Central Committee as the primary political task at present and in the future, unify our thoughts and actions with the spirit of the Fifth Plenary Session, and condense our wisdom and strength to accomplish various health work tasks and requirements; We should further unify our thinking, define our goals, be determined to reform, speed up development, and faithfully serve people's health and a harmonious society. During the Tenth Five-Year Plan period, China has made great achievements in economic and social development, with steady and rapid economic growth, comprehensive progress in social undertakings, alleviation of the contradiction of uncoordinated economic and social development, and continuous improvement of people's lives. First, the construction of public health medical service system has been continuously strengthened, and the scale, conditions, technology and level of medical and health services have been greatly improved. -The long-term weakness of the public health system and the rural health system has been improved by implementing the policy of giving priority to prevention and focusing on rural areas.

-Dare to face up to and expose contradictions, problems and deficiencies in work. According to the requirements of Scientific Outlook on Development, we deeply analyzed the institutional, mechanistic and structural contradictions in health undertakings, and initially formed the basic ideas to solve the problems, which laid the foundation for deepening reform and accelerating development in the future.

(2) Deeply understand the situation faced by China's health development, face up to the difficulties and challenges faced, and enhance the sense of urgency and responsibility. The law of social development tells us that the development of anything will not be smooth sailing, nor can it be done once and for all. In social development, old contradictions are solved and new contradictions will appear again. With the rapid development of economy and society and the continuous improvement of public demand, some new contradictions may become more prominent. In this regard, we should treat it correctly with the vision of development, rational wisdom and the courage of reform. You can't just see the achievements, but you can't see the shortcomings; You can't just see the problems and obliterate the achievements. The present situation of health work can be summarized in three sentences: first, great progress has been made in health undertakings, but some outstanding and even acute problems have not been solved; Second, we have a clear understanding of the existing problems, and we need to work hard to formulate plans, policies and measures, and study and explore the basic ideas for solving problems; Third, the health department, together with the relevant departments, has made great efforts to solve the problem from the reality, but because the ideological, conceptual and institutional obstacles accumulated for a long time have not been overcome, the masses feel that the results are not significant enough. The problem that health services cannot meet people's health needs is mainly manifested in five aspects: First, one-sided attention is paid to the development of large hospitals, while rural and community health services are neglected. There is a big gap in service conditions and levels between urban and rural areas and between regions, and the development of health undertakings is not comprehensive and coordinated. Second, the public health system is not perfect, the disease prevention and control system and the ability to deal with emergencies are not strong, and some major diseases still seriously threaten people's health. Third, public medical institutions lack stable financial funds and rely on service charges to maintain their business development. The operating mechanism does not conform to the nature of public welfare undertakings. Some medical institutions are seriously profit-seeking, blindly expanding their scale and pursuing economic benefits, and the medical expenses continue to rise, which makes it difficult and expensive for people to see a doctor. Fourth, the affiliation of health institutions is complex and scattered, and it is difficult to implement localized industry-wide supervision, and medical and health supervision is weak. Fifth, the internal management system of medical and health institutions is not perfect, the scientific and democratic decision-making system is not perfect, the income distribution mechanism is not standardized, and there is no scientific and effective incentive and restraint mechanism.

Some of the above problems in health work are left over from history, some are restricted by the current level of economic development, and some are unresolved problems in reform and development. Because the causes are complex and involve the adjustment of various interests, it takes a long and arduous process to solve it, and it is also inseparable from the support of relevant government departments and the help of all walks of life. However, these problems involve the practical interests of the people and affect the healthy development of health undertakings. We can't turn a blind eye to them, let alone hide them. We should strengthen our sense of urgency and responsibility, firmly grasp the strategic opportunity period of the 11th Five-Year Plan, deepen health reform, speed up health development, strictly supervise and manage, take practical actions as loyal guardians to promote people's health, and live up to the expectations of the Party and the people.

Public health is related to people's health and social stability, and it is difficult and expensive to see a doctor, which is the most strongly reflected by the masses. During the Eleventh Five-Year Plan period, we must firmly grasp these two key links, intensify our work and strive for a breakthrough.

First of all, we must be clear about the purpose of developing health undertakings. The Fifth Plenary Session of the 16th CPC Central Committee pointed out that development is for the people, development depends on the people, and the fruits of development are enjoyed by the people. In the era of planned economy, we only emphasize the role of the government in the development of health care, ignoring the power of market mechanism, forming a situation in which the government takes all the responsibility and the development of health care is slow. Under the conditions of the socialist market economy system, we should not only adhere to the leading role of the government, increase government input, and assume the responsibility of public health and public medical services; We should also give play to the role of market mechanism, guide and standardize social funds to enter the field of medical services, and expand the supply of medical services under the supervision and management of the government.
