The above circular requires that before renting the house, the lessor shall truthfully and timely report to the local community with the lessee's legal and valid identity certificate, detailed personal information and residence information within 14 days, and go through the rental procedures according to the relevant laws and regulations on house leasing after the consent of the community; The lessor shall truthfully report the completed house lease after February 20, 2020, and report the detailed information of the lessee to the local community at the first time. If the management is lax and the epidemic spreads due to the failure to report in time, the legal responsibility of the rental unit or individual will be investigated according to law.

It is noted that in addition to Daqing City, Heilongjiang Province, Hegang also issued a similar notice on June 5438+ 10/7, requiring lessors to strictly fulfill the main responsibility of epidemic prevention and control of rented houses and not to lend the houses to tenants from key epidemic areas. If the lessor omits to report, conceal or omit the information of the lessee, especially the information of the lessee from the key areas of the epidemic, thus causing the hidden danger of the spread of the epidemic, it will be investigated for legal responsibility according to law.

Not only Heilongjiang Province, but also other provinces and cities including Yuncheng City, Shanxi Province and fengcheng city City, Jiangxi Province have issued notices to strengthen the management of rental housing for floating population.

If the lessee of the house comes from a key epidemic area and now goes back to his hometown to visit relatives, the lessor of the house should get in touch with the lessee at the first time and inform the lessee not to return early during the epidemic prevention and control period.
