Do the captain and officers hold valid competency certificates required by the minimum safety manning certificate?

1. In accordance with relevant regulations, issue certificates of master, officer or rating to applicants who meet the requirements in terms of service, age, health, training, qualification and examination;
2. Certificates issued to captains and officers in accordance with the provisions of this Article shall be endorsed by the issuing authority in the prescribed format;
3. The captain and senior crew members shall hold the original valid competency certificate that meets the requirements of the minimum safety manning certificate;
4. Each Contracting State shall ensure that certificates are only issued to certificate applicants who meet the requirements of these Rules;
5. The certificate shall be in one or more official languages of the issuing country. If the language used is not English, the certificate text should include English translation;
6. Different certificate and annotation formats can be used, but at least the required information should be provided in Roman characters and Arabic numerals.

Do the captain, officers and radio operators hold valid endorsements?

1. Certificates issued to captains and officers in accordance with the provisions of this Article shall be endorsed by the issuing authority in the format specified in Article I/2 of the Supplementary Provisions. If the language used is not English, the endorsement should include English translation;
2. Only when all the requirements of the Convention are met can the endorsement be issued, and the prescribed format should be used;
3. According to the rules, the competent authority recognizes that:
. 1 certificate of competency; or
.2 Training certificates issued to captains and officers according to these Rules shall be endorsed only after ensuring the authenticity and validity of the certificates to prove their recognition;
4. The above endorsement can be issued as a separate document; Can only be issued by the competent authority; Each copy should have a unique number, but the endorsement issued by the certificate can be the same as the number of the relevant certificate, as long as the number is unique; When the endorsed certificate expires or the certificate is revoked, suspended or cancelled by the issuing State Party, the certificate becomes invalid, and in any case, it shall not exceed 5 years from the date of issuance;

Do the crew hold relevant training certificates or written certificates?

Seafarers should hold valid training certificates and written certificates to board the ship according to their own level and the type of ship they serve. Please refer to table B-I/2 in STCW code section. MSC.478( 102).
Typical defect
1, xxx (crew member) does not hold a valid training certificate;
2. xxx (crew) who works for the oil tanker does not hold the corresponding oil tanker training certificate.

Does the crew have a valid health certificate?

Related requirements: STCW CI/R9
1. All crew members on board shall also hold valid health certificates issued in accordance with regulations;
2. The validity period of the health certificate is two years at the longest, and the crew under the age of 18 is one year at the longest;
3. If the validity of the health certificate expires during the voyage, the health certificate will remain valid until it reaches the next port of call of the doctor recognized by the State Party, provided that the period does not exceed 3 months;
4. In case of emergency, the competent authority may allow seafarers without valid health certificates to work in the next port of call of doctors recognized by the Contracting State, but: (1) The period of such permission shall not exceed 3 months; (2) Holding a recently expired health certificate.
Remarks: If the health certificate has expired in the previous voyage and the ship has docked at several ports, it should be further verified whether there are approved doctors in these ports.
