These Measures shall apply to medical institutions outside the establishment of China People's Liberation Army and Armed Police Force (hereinafter referred to as the troops stationed in Guizhou). Article 3 Medical institutions aim at saving lives, preventing and treating diseases and serving citizens' health. Fourth provincial health administrative departments are responsible for the supervision and management of medical institutions in the province.
City (state) and county health administrative departments are responsible for the supervision and management of medical institutions within their respective administrative areas. Chapter II Examination and Approval of Establishment Article 5 The establishment plan of medical institutions shall be formulated by the administrative department of health at or above the county level, reviewed by the administrative department of health at the next higher level and submitted to the people's government at the same level for approval, and then organized and implemented by the administrative department of health. Article 6 Medical institutions beyond the examination and approval authority involved in the establishment planning of medical institutions shall be examined and approved by the health administrative department with the examination and approval authority. Article 7 The establishment of medical institutions must conform to the planning and basic standards of medical institutions, and be reported to the health administrative department at or above the county level for examination and approval. Other units and individuals have no right to examine and approve medical institutions. Article 8 Establishment of examination and approval institutions of medical institutions:
(1) Provincial medical institutions, general hospitals with more than 500 beds, specialized hospitals with more than 100 beds, sanatoriums, rehabilitation hospitals, sanatoriums, provincial specialized disease prevention and control institutions, emergency centers, clinical inspection centers, and medical institutions with the names of "Guizhou" and "the whole province" are responsible for examination and approval; Provincial medical institutions of traditional Chinese medicine, hospitals of traditional Chinese medicine with more than 250 beds, hospitals of integrated traditional Chinese and western medicine, ethnic hospitals,/kloc-hospitals of traditional Chinese medicine with more than 0/00 beds, etc. , shall be approved by the provincial administrative department of traditional Chinese medicine health examination;
(2) City (state) level medical institutions, 100 to 499-bed general hospitals, 100 to 249-bed traditional Chinese medicine hospitals, integrated traditional Chinese and western medicine hospitals, ethnic hospitals, specialist hospitals, sanatoriums, rehabilitation hospitals with 99 beds or less, and special disease prevention institutions and emergency centers at city (state) level.
(III) General hospitals with 99 beds or less, hospitals of traditional Chinese medicine, hospitals of integrated traditional Chinese and western medicine, ethnic hospitals, out-patient departments, clinics, county-level specialized disease prevention institutions and first-aid stations shall, after examination by the county-level health administrative department, make a decision on whether to approve the establishment of medical institutions according to the examination opinions.
The establishment of supernumerary medical institutions by the subordinate units of the troops stationed in Guizhou shall be subject to the examination and approval of the competent military health department or the provincial armed police corps, and shall be handled according to the examination and approval authority as prescribed in the preceding paragraph. Article 9 Medical personnel who are under any of the circumstances listed in Article 12 of the Detailed Rules and are over 70 years old for men and over 65 years old for women may not apply for the establishment of medical institutions. Article 10 An individual who meets one of the following conditions may apply for setting up a clinic:
(1) Obtaining a doctor's practice certificate;
(two) with the title of healer or above, engaged in clinical work for more than 5 years.
Ethnic medicine practitioners, practitioners of Chinese herbal pieces who have been practicing medicine in the private sector for many years, and those who do have skills can apply for setting up medical institutions in their places of residence after being examined and certified by the health administrative department at or above the city (state). Article 11 Medical institutions shall set up branches and independent clinics. , should be in accordance with the provisions of the newly established medical institutions for examination and approval procedures. Twelfth issued by the administrative department of health "medical institutions set approval" is valid, according to the following provisions:
(1) The Approval Letter for the Establishment of Medical Institutions issued by the provincial health administrative department for 3 years;
(two) the "approval letter for the establishment of medical institutions" issued by the municipal (state) health administrative department is 2 years;
(3) The Approval Letter for the Establishment of Medical Institutions issued by the health administrative department at the county level is 1 year. Chapter III Registration and Verification Article 13 All kinds of medical institutions that have practiced shall apply for registration to the health administrative department at or above the county level within 6 months after the promulgation of these Measures, and submit materials in accordance with Article 25 of the Detailed Rules and the following provisions:
(a) medical institutions to apply for registration;
(two) the inspection or evaluation certificate of the medical institution;
(3) the letter of approval approved by the competent department. Article 14 The administrative department of health shall, within 45 days from the date of accepting the application for practice registration, examine and verify the medical institutions that have already practiced, and if they pass the examination, issue a Practice License for Medical Institutions. Fifteenth medical institutions have been practicing, one of the following circumstances should be suspended:
(a) after review or audit does not meet the basic standards;
(2) A first-class medical liability accident or other major accident has not been properly handled within one year before registration;
(three) there are serious medical ethics problems, patients, social repercussions have not been corrected;
(four) medical institutions do not implement the national charging standards, profiteering.
