Environmental noise decibel standard

Legal analysis: the basic standard of environmental noise: strong noise will have adverse effects on people's physiology and psychology. In daily work and living environment, noise mainly causes hearing loss and interferes with conversation, thinking, rest and sleep. According to the survey of the International Organization for Standardization (ISO), after 30 years' work under the noise level of 85 dB and 90 dB, the probability of deafness is 8% and 18% respectively. It is difficult to speak in an environment with a noise level of 70 decibels. According to the survey results of residents around the factory, the threshold of noise level that interferes with sleep and rest is 50 decibels during the day and 45 decibels at night.

The standard values of five types of urban environmental noise are as follows:

Day and night classification

Level 0, 50 decibels, 40 decibels

1 class 55db 45db

Level 2 60 dB 50 dB

Level 3, 65 decibels, 55 decibels

Category 4: 70 dB and 55 dB

Scope of application of various standards:

(1) Level 0 standard is applicable to areas that need to be quiet, such as convalescent areas, senior villa areas and senior hotel areas. Located in the suburbs and rural areas, such areas shall be implemented according to the standard of 5 decibels stricter than Class 0.

(2) The1class standard is applicable to areas with residential, cultural and educational institutions as the mainstay. Rural living environment can be implemented with reference to such standards.

(3) Level 2 standard is applicable to residential, commercial and industrial mixed areas.

(4) Level 3 standards are applicable to industrial zones.

(5) The four-level standard is applicable to the areas on both sides of urban road traffic trunk lines and the areas on both sides of inland waterways passing through urban areas. This kind of standard is also applicable to the limits of background noise (which refers to the noise level of outdated trains) on both sides of the main and secondary lines of railways passing through cities.

Legal basis: hygienic standard for noise in industrial enterprises

Article 5 The noise standard of production workshops and workplaces in industrial enterprises is 85 dB (A). When the existing industrial enterprises fail to meet the standards temporarily after efforts, they may be appropriately relaxed, but they shall not exceed 90 dB (A).

Article 6 For jobs exposed to noise for less than eight hours every day, according to the types and conditions of enterprises, the noise standard can be relaxed according to Table 1 and Table 2.

Article 8 New technologies, new processes, new equipment, new materials and mechanization, automation and sealing measures shall be adopted in the production processes and equipment that produce noise, and low-noise equipment and technology shall be used, but high-noise equipment and technology shall not be used to eliminate noise from the sound source.

Ninth new (including imported projects), expansion and reconstruction of industrial enterprises, noise control facilities must be designed, constructed and put into operation at the same time as the main project. The competent department must, jointly with the health, labor and relevant departments of the province, city and autonomous region where the industrial enterprise is located, rationally select the site, carefully review the design, do a good job in the completion acceptance and strictly control the project. Without the signature and seal of the health and labor departments, construction and production are not allowed.

Article 10 In existing industrial enterprises, if the noise in production workshops and workplaces exceeds the requirements of this standard, effective control measures must be taken to meet the requirements of this standard within a time limit. Before reaching the standard, factories and mines must issue personal protective equipment to protect workers' health.

Eleventh machinery manufacturing departments, in order to improve product quality, should have the requirements of noise hygiene standards in product standards.
