The special operation certificate shall be unified in style, standard and number by the State Administration of Work Safety. The operation certificate for special operations shall be reviewed and issued by state administration of work safety, the General Administration of Quality Supervision, Inspection and Quarantine and the Ministry of Construction at least.
The special operation certificate is valid for 6 years and 3 years-review, valid nationwide. Special operations personnel must undergo special safety technical training and pass the examination, and can only work at their posts after obtaining the People's Republic of China (PRC) Special Operations Operation Certificate.
Special operations personnel shall receive theoretical training and practical training on safety technology corresponding to their special operations. The principle of unified supervision, graded implementation and separation of teaching and examination shall be implemented in the assessment, certification and review of safety technical training for special operations personnel.
To apply for an operation certificate, the applicant needs to register with the relevant materials at the Department of Safety Supervision Bureau or the designated training center, fill in the Application Form for Assessment of Special Operation Safety Technology Training, and participate in special operation safety technology training. After passing the examination, go to the original training point to receive the People's Republic of China (PRC) Special Operation Certificate. For those who are unqualified, the training unit will inform their unit or themselves.

When adopting new technologies, new processes, new materials or new equipment, production and business units must understand and master their safety technical characteristics, take effective safety protection measures, and conduct special safety education and training for employees.
Article 30
Special operators of production and business units must receive special safety training in accordance with the relevant provisions of the state and obtain corresponding qualifications before taking up their posts.
The scope of special operations personnel shall be determined by the emergency management department of the State Council in conjunction with relevant departments of the State Council.
