The basic idea of occupational health and safety management system (OHSMS) is to realize the continuous improvement of the system. Through repeated planning, implementation, monitoring and evaluation activities, the functions of the system are continuously strengthened. It requires enterprises to keep the awareness of continuous improvement when implementing the occupational health and safety management system, constantly revise and improve the system, and finally achieve the purpose of preventing and controlling losses such as industrial accidents and occupational diseases.

The occupational safety and health management system should first aim at implementing the OHS policy of enterprises, and then ensure that this policy can be effectively implemented. It is not only organically combined with the overall management function of the enterprise, but also a dynamic self-adjustment and perfect management system, involving all activities of OHS. It requires the planning, organization, implementation, inspection, monitoring and other activities in OHS management of enterprises to be centralized, summarized and decomposed, and transformed into corresponding documented objectives, procedures and operation documents.
