The Information Office of Shandong Provincial Government held a press conference to introduce the customs' prevention and control of the import of overseas epidemic situation and the strengthening of customs health and quarantine work at the first port of entry. At the meeting, Zhang Yibing, Deputy Commissioner of Jinan Customs and member of the Party Committee, gave a detailed introduction on the health declaration cards that inbound passengers need to fill out.
The health declaration system is a statutory duty entrusted to the customs by the Frontier Health and Quarantine Law of People's Republic of China (PRC). During the non-epidemic period, the customs does not make mandatory requirements, but every inbound and outbound passenger has the obligation to voluntarily declare his abnormal health when entering or leaving the country. On June 25, 2020, in order to further prevent and control the epidemic situation in COVID-19, the General Administration of Customs issued the Announcement on Restarting the Health Declaration Card System for Entry-Exit Personnel, and restarted the entry-exit personnel to fill in the China People's Health Declaration Card and the National Entry-Exit Health Declaration Card system for health declaration at national ports.
At present, there are two ways to fill in the health declaration card. One is electronic declaration. Inbound passengers can make online health declaration by scanning or downloading the "China Customs Fingertip Service" WeChat applet and APP at check-in, before boarding and after landing. The other is a paper declaration, and passengers can get a paper health declaration card on board or in the travel inspection channel to fill it out.
