These Measures are applicable to the food safety management of ordinary high schools, secondary vocational schools, compulsory education schools (hereinafter referred to as schools) and kindergartens in Sichuan Province. The Measures first stipulates the responsibilities of governments at all levels, education administrative departments, schools and industry departments, food safety supervision and management departments, health, urban management, public security and other relevant departments.
At the same time, it emphasizes the role that schools should play in campus food safety management. The school fulfills the main responsibility of food safety and implements the principal responsibility system. The principal is the first person responsible for food safety. The "Measures" clearly require that schools should establish a democratic supervision mechanism for food safety with the participation of school leaders, faculty representatives, students and parents.
Set and publish telephone numbers, e-mail addresses, suggestion boxes, etc. Food safety complaints, and timely handling of complaints or suggestions. The "Measures" also suggest that schools with centralized meals should arrange relevant responsible persons to accompany meals, and schools with conditions can choose parents' representatives to accompany meals in a planned way according to parents' applications. Faculty and catering staff who dine in the school canteen should buy meals with students in the same canteen.
According to the "Measures", kindergartens and compulsory education school canteens operate independently in principle. If it is really necessary to implement other modes of operation, it shall be approved by the administrative department of education or the competent department of school industry. The "Measures" have detailed requirements for the whole process of food production on campus. In the cooking stage, the kitchen should be bright and the food processing process should be open.
In the selection of ingredients, it is required to invite public bidding for bulk foods such as rice, noodles, oil, meat and condiments in the school canteen, and it is not allowed to purchase food from suppliers with bad credit records of food safety. More regulations show that schools are prohibited from purchasing, storing and using nitrite (including sodium nitrite and potassium nitrite) and from purchasing and using bulk edible oil and bulk salt.
It is forbidden for school canteens to manufacture and sell cold food (except fruits), raw food, decorative cakes and freshly squeezed fruit and vegetable juices, and it is forbidden for school canteens to process and produce high-risk foods such as green beans, wild mushrooms, fresh day lilies and blue-bud potatoes. In addition to canteens, the Measures also have corresponding regulations on the supply of other meals on campus.
Non-boarding schools are generally not allowed to set up food sales places on campus. Within 50 meters outside the school gate, it shall not be determined as the business activity area of food vendors. The "Measures" have determined a series of investigation regulations, such as: the school is not equipped with food safety management personnel, the food safety management personnel fail to pass the spot check or fail to perform relevant duties, the information disclosure system and the bright kitchen requirements are not implemented.
Violation of food procurement, storage and use, off-campus feeding management regulations, the food safety supervision and management department shall order it to make corrections, and impose a fine of not less than 5,000 yuan but not more than 30,000 yuan; If the school fails to implement the democratic supervision mechanism of food safety, the system of accompanying meals, and the system of purchasing meals in the same canteen, and contracts the school canteen outside in violation of regulations, the education administrative department shall order it to make corrections; Refuses to correct, a fine of 5000 yuan to 30000 yuan.
