In order to do a good job of elderly workers and workers who have lost their ability to work because of work or illness, and make due contributions to the socialist revolution and construction, the Interim Measures of the State Council on Retirement and Resignation of Workers are formulated. Properly arranging their lives so that they can spend their old age happily is a concrete manifestation of the superiority of the socialist system, which is also conducive to cultivating a capable workforce and will certainly promote the realization of China's four modernizations.

Article 1 Workers of enterprises, institutions, state organs and people's organizations owned by the whole people shall retire if they meet one of the following conditions:

(a) men over 60 years of age, women over 50 years of age, continuous service for ten years.

(2) Those who are engaged in underground, high altitude, high temperature, particularly heavy manual labor or other jobs harmful to health, and have reached the age of 55 for men and 45 for women, and have worked continuously for ten years.

This provision also applies to grassroots cadres whose working conditions are the same as those of workers.

(3) The male has reached the age of 50, the female has reached the age of 45, and has worked continuously for ten years, and has been certified by the hospital and confirmed by the labor appraisal committee, and has completely lost the ability to work.

Since1June 2, 979, the State Council's "Interim Measures on Retirement and Resignation of Workers in the State Council" (hereinafter referred to as the "Interim Measures") was implemented, a large number of elderly and completely incapacitated workers have retired and resigned, which has updated the labor force of enterprises.

Many retired and resigned workers actively participated in social welfare activities and other voluntary labor within their power, which carried forward the fine traditions of the working class and was praised by all sides; Some went to the streets or rural commune and brigade enterprises for technical and business guidance, helped unemployed youth to organize various collective production and service undertakings, and made new contributions to the four modernizations.

However, some serious problems have also emerged. Mainly because some departments and units did not strictly implement the provisions of the Interim Measures, relaxed the conditions for retirement and resignation at will, and expanded the scope of recruiting children of retired and resigned workers at will, resulting in some workers who did not meet the conditions for retirement and resignation and their children who did not meet the conditions for recruitment entering factories, institutions and schools; Some workers who should retire or resign do not.

The above situation is not conducive to production and enterprise management. Some units have also hired unqualified retired and resigned workers and given them high wages and benefits, which has affected the stability of the workforce and is not conducive to the placement of unemployed youth.
