Urban public water supply means that urban water supply enterprises supply water to users and individuals through public water supply pipelines and their ancillary facilities.
Self-built water supply facilities refer to the direct access to surface water and groundwater by urban water users, and the use of self-built water supply pipelines and ancillary facilities mainly supplies water to their own units.
Secondary water supply refers to the storage and pressurization of urban public water supply or self-built facilities water supply before supplying water to users and individuals. Fourth city and county (District) water supply administrative department is responsible for the management and supervision of water supply and water use within their respective administrative areas.
Land and resources, urban and rural planning, environmental protection, water conservancy, housing construction, industry and commerce, health, finance, price, public security, fire protection, quality and technical supervision and other departments shall, according to their respective responsibilities, do a good job in urban water supply and use. Article 5 Urban water supply shall follow the principle of combining rational development of water resources with planned water use, safe water use and water conservation, ensuring equal emphasis on water quality and water pressure, giving priority to ensuring residents' domestic water use, and giving overall consideration to production and other water use. Article 6 The people's governments of cities and counties (districts) shall incorporate the development of urban water supply and water saving into the national economic and social development plan, and the required funds into the fiscal budget to ensure the healthy development of water supply and water saving. Seventh city and county (District) water supply administrative departments should encourage the production and operation of recycling water, multi-purpose and comprehensive utilization of water, extensively carry out water-saving publicity and education, advocate the use of water-saving facilities, and raise the awareness of water conservation of the whole people. Eighth units and individuals that have made remarkable achievements in water conservation shall be commended and rewarded by the people's governments of cities and counties (districts) or the administrative departments of water supply. Chapter II Water Supply Management Article 9 The competent administrative department of environmental protection shall, jointly with relevant departments, do a good job in the protection of urban water supply sources. The local people's government shall set up signs and publicity columns at the boundary of urban water supply source protection areas. Article 10 No unit or individual may engage in activities that pollute or destroy water sources in drinking water source protection areas. Eleventh city public * * * water supply management coverage area, no unit or individual shall not be allowed to build new water supply projects; The completed self-provided water source project shall be closed by the water administrative department within a time limit.
Due to the special needs of production and operation, it is really necessary to use its own water source or build its own water source project to draw water, which shall be approved by the water administrative department and reported to the people's government at the same level for approval. Twelfth water supply enterprises engaged in water supply business activities, should obtain the qualification of enterprise legal person, business license, water permit and health permit, and meet the following conditions:
(1) stable water supply source;
(2) Water supply facilities that meet the design requirements;
(3) Qualified employees;
(four) rules and regulations to ensure safe and stable water supply;
(5) Having the emergency response capability suitable for the scale of water supply;
(six) other conditions as prescribed by laws and regulations. Thirteenth water supply enterprises shall comply with the following provisions:
(a) Maintain uninterrupted water supply;
(two) the water supply should meet the pressure and water quality standards stipulated by the state to ensure safe and normal water supply;
(3) If it is really necessary to stop water supply due to engineering construction, equipment maintenance and other reasons, it shall be reported to the water supply administrative department for approval, and the reasons and time for stopping water supply shall be announced to water users and individuals 24 hours in advance. If the water supply cannot be restored after stopping for more than 24 hours, the urban water supply enterprise shall take emergency water supply measures to solve the domestic water consumption of residents;
(four) due to natural disasters, tube explosion, power failure or other accidents, the water supply should be stopped, and the water units and individuals should be notified at the same time;
(five) according to the price standard approved by the competent price department;
(six) regular inspection and maintenance of water supply facilities to ensure the safe operation of urban water supply facilities;
(seven) personnel engaged in water supply operations shall conduct a health examination once a year, and establish a health file, and can only take up their posts after passing the medical examination;
(eight) to perform other statutory obligations. Article 14 The price of urban water supply shall be formulated in accordance with the principle of guaranteed profit for domestic water and reasonable pricing for production and operation water.
Water price should be divided into residential water, non-residential water, special industry water and other categories. Water supply price adjustment shall hold a hearing, and the competent price department shall determine the plan according to the opinions of the hearing and report it to the Municipal People's government for approval and announce it to the public. Chapter III Management of Water Use Article 15 Urban water supply enterprises shall sign water supply contracts with water users and individuals, implement one-household-one-settlement metering water meters, and regularly read meters for metering. Water supply enterprises shall directly settle accounts with water users and individuals. Water units and individuals shall pay water charges on time in accordance with the prescribed standards.
