Employees of enterprises in downtown Hangzhou (excluding Lin 'an District) who meet the following conditions can apply for skills upgrading subsidies: 1. Participate in unemployment insurance according to law and pay unemployment insurance premium for more than 36 months (inclusive); 2. If a junior (Grade 5), intermediate (Grade 4) or advanced (Grade 3) vocational qualification certificate or vocational skill grade certificate is obtained after the date of+0,2017+1,the issuing time shall prevail. 36 months is a wide range, and the deadline for calculating 36 months is the application date. The accumulated payment time of unemployment insurance premium includes both the payment time in Hangzhou urban area and the payment time outside Hangzhou urban area.
