The District Health and Wellness Committee is responsible for implementing the central government's principles and policies on health and wellness work and the decision-making arrangements of the provincial party committee, municipal party committee and district committee, and upholding and strengthening the centralized and unified leadership of the Party on health and wellness work in the process of performing its duties. Main responsibilities are:. 1. To implement the national and provincial health laws, regulations, principles and policies, draw up the development plan and annual plan of health undertakings in the whole region, and organize the implementation, inspection and supervision. Coordinate the allocation of health resources and informatization construction in the whole region, and guide the preparation and implementation of health planning in the whole region. Organize the formulation and implementation of policies and measures to promote the equalization, generalization and convenience of basic public health services and the extension of public resources to the grassroots. 2. Be responsible for the coordinated promotion of healthy Jiangdu, study and put forward policy suggestions, system measures and division of responsibilities for the construction of healthy Jiangdu and coordinate their implementation. Coordinate health promotion and health services throughout the region.
According to Article 42 of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, when an infectious disease breaks out and spreads, the local people's government at or above the county level shall immediately organize forces to carry out prevention and control according to the prevention and control plan and cut off the transmission route of the infectious disease. When necessary, the following emergency measures can be taken and reported to the people's government at the next higher level for announcement: (1) restricting or stopping fairs, theater performances or other crowd gathering activities; (2) suspension of work, business or classes; (three) closed or sealed public drinking water sources, food and related items contaminated by infectious disease pathogens; (4) controlling or culling wild animals, domestic animals and poultry infected with the epidemic; (five) closed places that may cause the spread of infectious diseases. Article 45 In the event of an outbreak or epidemic of infectious diseases, the State Council has the right to urgently mobilize personnel or reserve materials and temporarily requisition houses, vehicles and related facilities and equipment throughout the country or across provinces, autonomous regions and municipalities directly under the Central Government.
