The qualifications and registration methods for systematic recruitment by courts and procuratorates shall be stipulated separately. Applicants cannot apply for departments or units whose relatives should avoid. Persons who have received criminal punishment for crimes and have been dismissed from public office, those who were found cheating in the examination by the competent department of civil servants in 2005-2008, those who have been dismissed for less than five years, active servicemen, non-fresh graduates of full-time colleges and universities, and those who are not allowed to be employed as civil servants according to the law cannot apply for the examination. Except for civil servants who have worked in the organs below the county level in our province for five years (including probation period) and above, they can apply for civil servants in higher authorities, and other personnel who already have the status of civil servants cannot apply for it.

Specific measures are:
(1) Personal registration: applicants log on to the designated registration website and truthfully fill in and submit personal registration information. Each person is limited to one department and post. If the applicant logs in and fills in the application information many times before the preliminary qualification examination, the information filled in the previous time will be automatically replaced by the information filled in the next time. Once the application qualification is approved by the employing department, it shall not be changed. Applicants can't register with old and new ID cards at the same time, and the ID cards used for registration and examination must be the same.
(2) Preliminary examination of the unit: During the registration period, the municipal, county and district civil servant departments and the employing departments shall conduct preliminary examination of the applicants' qualifications the day before according to the information submitted by the applicants. Those who meet the registration conditions shall not refuse to register; For those who do not meet the conditions for entering the examination and fail the preliminary examination, the reasons shall be explained; If the application materials are incomplete, the missing contents shall be indicated and returned to the applicant for supplement. If the employing department fails to process the information of the candidates within 2 working days (excluding the day of registration), it shall be deemed as having passed the preliminary examination. Applicants can log on to the registration website to check the preliminary examination results of registration qualification from the next day of registration to the deadline of inquiry time.
(3) Online payment: Except for those who need on-site confirmation, those who have passed the preliminary examination of registration qualifications should log on to Heze Personnel Examination Information Network (www.hzrsks.gov.cn) from February/KLOC-0 to 23, 2009 to pay online. Failing to go through the online payment procedures within the time limit shall be deemed as giving up. Due to the limited conditions, this year's online payment for applicants can only be made by ICBC B2C online payment (see the online payment business process of ICBC on the homepage of Heze Personnel Examination Information Network and the online payment operation process of ICBC for recruiting civil servants in Heze). After the payment is successful, download and print the Civil Servant Employment Registration Form and the Civil Servant Integrity Commitment Letter (used during the interview), and log on the website to download and print the admission ticket from March 10 to March 14, 2009.
After applying for online registration, I need to go to the designated place (No.65438 Xi 'an Road, Heze City +06 1 Training Office of Municipal Public Security Bureau) for visual inspection and preliminary qualification examination with relevant materials from February/KLOC-0 to 23. Those who meet the application conditions shall go through the payment procedures, and those who do not meet the application conditions shall be disqualified.
The examination fee standard is: 40 yuan for each subject per person.
The "three supports and one support" college students enrolled in our province have participated in the volunteer service plan for college students in the west and selected graduates to serve in rural areas. They have served for 2 years (before 2007, the selected graduates were recruited, including 2007) and passed the examination. If you apply for civil servants within 3 years, the total written test score is 4 points, and if you apply for civil servants in township organs, the total written test score is 8 points. When the "three supports and one support" college students go through the on-site confirmation procedures, they should not only provide the registration certificate issued by the competent department of graduate employment in that year, but also provide the employment notice issued by the Shandong Provincial "three supports and one support" work coordination management office and the assessment certificate issued by the county and district personnel departments. Graduates who participate in the volunteer service plan for college students in the western region should issue the certification materials evaluated by the Youth League Committee, and graduates who are transferred to rural services should issue the documents selected by the relevant provincial departments and the personnel departments organized by the party committees and governments at or above the county level. Applicants who meet the conditions of extra points will be given extra points after being examined and confirmed by the municipal competent department of civil servants and publicized on the Internet without objection.
Poor rural college students and urban residents who intend to enjoy the relevant examination fee reduction and exemption do not need to pay the internet fee when registering. After passing the preliminary examination of online registration qualification, applicants should bring relevant certification materials or entrust others to go through the formalities of on-site confirmation and examination fee reduction and exemption. Proof materials include: urban family applicants who enjoy the national minimum living guarantee, certificates and low guarantees issued by the civil affairs departments of counties and districts where their families are located (original and photocopy); Applicants from absolutely poor families in rural areas shall submit the poverty certificate issued by the county poverty alleviation office where the family is located and the file card of the basic situation of poor families (original and photocopy).
If the above-mentioned personnel need to go through the formalities of on-site confirmation, payment or reduction of examination fees, they shall go through the relevant formalities at the government affairs hall of the Municipal Personnel Bureau (the first floor of the training center for demobilized officers at Shifu East Street 155, Heze) from February 265438 to February 23.
For the recruitment department or position with the final number of applicants less than 3 times the planned number of employees, if it plans to hire L people, the employment plan will be cancelled in principle; If more than 2 people are planned to be employed, the employment plan shall be correspondingly reduced according to the ratio of 1:3. If the number of people who apply for public security professional positions in public security organs and the number of people who plan to be hired are not up to the prescribed proportion, the proportion of opening examinations may be appropriately reduced with the consent of the provincial civil service department.
(2) Qualification examination
The qualification examination of applicants runs through the whole process of the examination. Applicants entering the interview, after the interviewer list is confirmed, are required to submit their relevant certification materials, civil servant employment registration form, civil servant integrity commitment letter and two recent photos of the same edition 1 inch. Relevant certification materials include: part-time college graduates who apply for the exam, academic certificates, identity cards and household registration books recognized by the state, and letters of introduction issued by departments or units with the authority of the employer if they have a work unit. If it is difficult for on-the-job personnel to issue a letter of introduction from the unit where they work, they can be provided during physical examination and inspection with the consent of the employing department. Full-time college graduates who apply for the exam shall submit the certification materials issued by the employment department of the school graduates and the academic credentials issued by the school education administrative department. Applicants who are qualified for the interview fail to submit relevant materials to the employing department 3 days before the interview, which is regarded as abstention. After examination, those who do not have the conditions to apply for the examination will be disqualified from the interview after approval by the municipal competent department of civil servants. Vacancies caused by waiver or disqualification shall be filled in turn according to the written test results.
In accordance with the standards approved by the provincial price department, the interviewer should pay the interview examination fee 70 yuan during the qualification examination.
Third, the contents and methods of the examination
The examination is divided into written examination and interview.
(1) Written examination

The examination questions of administrative professional ability are the same as those of other organs.
After the written examination, 70% and 30% of the students applied for township organs and public security organs, 35% applied for public security organs and 30% applied for basic knowledge of public security. 50% of applicants apply for other institutions, and the written test scores of applicants are calculated by a percentage system. Candidates who have achieved the written test results will be determined to enter the interviewer list from high score to low score according to the employment plan and the positions they apply for. The number of interviewees is determined according to the following ratio: if the recruitment plan for the same position is insufficient 10, the ratio is1:3; If there are more than 10 (inclusive), the ratio is 1:2 (including employment plan 10- 13, and the number of interviewees is determined to be 28). Departments and posts with vacancies in the number of qualified written tests will cancel the employment plan; If the planned employment ratio is not reached, the interviewer shall be determined according to the actual qualified number.
(2) Interview
The interview time is April 24th-27th.
Interviews are mainly structured interviews, or leaderless group discussions, scenario simulations, speeches, etc. The interview is graded on a scale of 100. The interview time for each applicant generally does not exceed 30 minutes. The interview results are judged by the interviewer on the spot, and the average score is calculated by removing a highest score and a lowest score from each evaluation factor to determine the interview results of the candidates. The interview results will be announced to the candidates after the interview. Interview questions for personnel applying for township organs are formulated according to the characteristics of township organs in this Municipality, and those applying for other organs use the general interview questions in the whole province.
After the interview, according to the proportion of 50% written test and 50% interview results, the total test scores of applicants are calculated according to the percentage system. The written test scores, interview scores and total test scores are calculated to two decimal places, and the mantissa is rounded off. According to the total score of the examination, from high score to low score, the personnel who enter the medical examination scope are determined according to the ratio of not less than 65438+ 0.5 times of the planned number of employees. If the interviewers fail to meet the requirements of the recruitment department and social-oriented posts, the total score of those who enter the medical examination scope shall not be lower than the minimum total score of those who enter the medical examination scope at the same level in this city. (3) Physical fitness assessment
Those who apply for an interview in the public security system should be assessed for physical fitness. Physical fitness test items are men's and women's 100 m× 4 round-trip running, men's and women's standing long jump, men's and women's 800 m long-distance running, men's pull-ups and women's sit-ups. According to the proportion of the four items, each of which accounts for 25%, the physical fitness evaluation results of candidates are synthesized by the method of percentage.
Physical fitness evaluation is a standard evaluation, which mainly tests whether the physical fitness of applicants meets the needs of public security work, and the evaluation results are not included in the total score of applicants. The physical fitness assessment score is 40 points (inclusive). Those with less than 40 points will be disqualified. The list of people who have passed the physical fitness assessment and entered the scope of physical examination will be published online.
The requirements and standards of physical fitness assessment shall be implemented in accordance with the relevant provisions of the Provincial Personnel Department and the Public Security Department.
Fourth, physical examination and investigation
After the personnel who enter the scope of physical examination and investigation are determined, the municipal competent department of civil servants shall, jointly with the employing department, conduct equal physical examination and investigation on the applicants from high to low in accordance with the relevant provisions on the employment of civil servants. If the total test scores of candidates in the same employment position in the employing department are the same, the candidates for physical examination shall be determined according to the written test scores from high to low. Those who pass the physical examination and inspection will no longer be inspected by other personnel who have entered the scope of physical examination and inspection. Vacancies caused by unqualified personnel in medical examination can be determined in turn from other personnel in positions entering the scope of medical examination after examination and approval by the competent department of civil servants at or above the municipal level.
The physical examination shall be conducted in accordance with the General Standard for Physical Examination of Civil Servants issued by the Ministry of Personnel and the Ministry of Health (for Trial Implementation) and the Operation Manual for Physical Examination of Civil Servants issued by the General Office of the Ministry of Personnel and the General Office of the Ministry of Health (for Trial Implementation). Apply for medical examination items and standards of public security organs, and implement the provisions of the Ministry of Personnel and the Ministry of Public Security's "Medical Examination Items and Standards for Public Security Organs to Employ People's Police". Those who cheat or conceal the real situation during the medical examination, resulting in distorted medical examination results, will not be admitted or disqualified. The medical examination fee shall be borne by the applicants.
According to the standard of having both ability and political integrity, and according to the requirements of the position to be hired, we should comprehensively understand the political thought, moral quality, ability and quality, study and work performance, law-abiding, honest and self-disciplined, and whether it is necessary to avoid it. Those who pass the physical examination and inspection shall be re-examined by the municipal competent department of civil servants, and the qualified personnel shall be publicized for 7 days. If there is no objection at the expiration of the publicity period or the problems reflected do not affect the employment, the employing department shall put forward the employment opinions, fill in the Examination and Approval Form for the Employment of Civil Servants, and go through the examination and approval procedures in accordance with the prescribed procedures; If there are serious problems and there is evidence, they will not be hired; If there are serious problems in the report, but it is difficult to verify for a while, the employment will be suspended, and then whether to hire will be decided after verification and conclusion. Personnel who have been approved for employment shall be issued with an admission notice by the examination and approval authority, and relevant procedures such as transfer and dispatch shall be handled with the admission notice.
The probationary period for newly recruited civil servants is one year. Only those who have completed the probation period can be formally employed, and their salary can be determined according to the determined position and level; Unqualified, disqualified, and reported to the municipal civil service department for the record. New recruits should receive training according to regulations. Newly recruited people's police should receive no less than 3 months of pre-job training in accordance with the regulations. If the employed or admitted personnel need to transfer or change the household registration relationship, they can go through the formalities of household registration transfer or change in accordance with relevant regulations after the probation period expires.
