Can the safety production plan and the occupational disease hazard emergency plan be merged?

This problem involves two aspects:

One is the formulation and revision of emergency plan, and the other is the construction of system.

Safety production emergency plan and occupational health emergency plan belong to the category of emergency plan, but they belong to different categories in four categories (industrial production, natural disasters, public health and social security). The special planning of production safety generally belongs to many categories of industrial production, such as fire, explosion, personal injury and death, etc. Occupational health belongs to the category of public health, which generally includes at least occupational acute poisoning, occupational diseases and high-temperature heatstroke (high-temperature heatstroke can be regarded as a chapter in the occupational disease hazard plan, or it can only establish the on-site disposal plan and link it with the special occupational disease hazard plan).

In terms of system construction, only one plan management system is needed to apply to the above four types of plan management. Or expand it a little bit, and directly call the emergency management system to cover all emergency management contents.

Now occupational health and safety is indeed integrated management, but after all, occupational health and safety has its own unique management regulations. Sometimes it is necessary to analyze specific problems. Special plans cannot be merged, but the system can be merged.
