Junlian county economy is better than Yanjin county economy.

Junlian is an important post station of the ancient Southern Silk Road, and now it is an important gateway from Sichuan to Yunnan, with a long history of commerce and economy. Nowadays, under the correct leadership of the county party committee and the government, our county has vigorously promoted the development of commodity economy, cultivated consumption hotspots, gradually improved the consumption level of residents, sustained and stable development of the consumer goods market, and maintained a rapid growth in the total retail sales of social consumer goods. However, China's commercial economy has great potential and broad prospects. Accelerating the development of commodity economy is of great significance to the construction of "an economically strong county in the junction of southern Sichuan and northeastern Yunnan".

First, the position of Junlian commercial economy in ten districts and counties of Yibin, Yunnan Province and its surrounding counties

Junlian County, located in the southern margin of Sichuan Basin, is a mountainous area in transition from Sichuan Basin to Yunnan-Guizhou Plateau. It is bounded by Gong County in the east, Gao County in the north, Yanjin County in Yunnan Province in the west and Yiliang County and Weixin County in Yunnan Province in the south. The county has a total population of 408,800, governs 9 towns and 9 townships, and has 243 administrative villages. This county has a population of 50,000. Businessmen have always gathered, business is booming and there is great room for business development. The economy of our county has the industrial structure of secondary, primary and tertiary industries, and the main pillar of the tertiary industry-commerce. In 2008, the retail sales of social consumer goods reached 9,348.5 billion yuan, an increase of 2 1.6% over the previous year. Our county's total output is lower, ranking ninth in the city, and the county's per capita monthly consumption is only 190 yuan. However, compared with neighboring counties such as Yanjin, Yiliang and Weixin, in 2008, the total retail sales of social consumer goods in Yanjin reached 289.2 million yuan, that in yiliang county reached 555 million yuan and that in Weixin reached 350.78 million yuan. The commercial economic entities in our county are large in scale, far ahead of the neighboring counties in northeast Yunnan.

Second, the favorable conditions for Junlian's commercial and economic development.

(1) The strong development of county economy has laid the most favorable conditions for the commercial development of our county. In recent years, with the development of Junlian coalfield, the construction of a number of large and medium-sized industrial projects will, on the one hand, generate huge economic benefits, promote the rapid development of local economy in Junlian and greatly increase people's income, thus greatly improving the purchasing power of the broad masses of the people and laying a good economic foundation for the great development of commerce; On the other hand, there are many corresponding supporting facilities, such as transportation, power supply and other infrastructure, which need to provide commercial services in the construction stage and production stage, such as raw material supply, mechanical equipment maintenance service, logistics support, product transportation and sales, which directly promotes the rapid development of Junlian's commercial economy. In 2008, the total retail sales of social consumer goods was 3. 1 times that of 2000, and the consumer goods market showed a rapid growth momentum.

(2) Junlian County is located at the gateway to Yibin City in the plateau area of northeast Yunnan, which has good location conditions for urban commercial development. Junlian County is located in the transition zone from Sichuan Basin to Yunnan-Guizhou Plateau Mountain Area. Because of the differences and complementary effects of the two economic zones, the basin economy and the mountain economy are integrated here. Junlian City is located at the gateway of Junlian County and even the plateau area in northeast Yunnan, and even an important passage to Chengdu, Chongqing and other big cities. Especially after the completion of Yibin-Xiangsi Expressway and Chengdu-Yibin-Guiyang-Guangzhou Expressway, the location conditions of commercial development in Junlian City will be more favorable.

(3) Junliancheng has a relatively stable service group. The unique geographical location of Junliancheng determines that Junliancheng has a relatively stable service group. At present, Junlian's export-oriented economy has developed, but the development is not enough, especially in the vast rural areas, the self-sufficient economy still occupies an important position. However, judging from the resource conditions, location conditions and economic development trend of Junlian, it has become inevitable to vigorously develop export-oriented economy. On the one hand, Junlian is rich in agricultural and sideline products, which is the largest planting and processing base of Kuding tea in Sichuan Province and one of the national 100 tea planting base counties, and has entered the ranks of national high-quality flue-cured tobacco base counties. Junlian gouache, rotten cucumber, kudingcha and other special agricultural products have been well-known at home and abroad. At the same time, the military alliance purchased more agricultural and sideline products from outside the county, such as fruits, middle and high-grade cereals, oils and foods. On the other hand, large and medium-sized industrial construction projects and related supporting facilities in Junlian County need to purchase a large number of mechanical equipment and materials from other places. After the project is completed and put into production, there are many kinds and large quantities of industrial materials that need to enter and leave Junlian County, and the quantity of materials distributed in Junlian will increase year by year, which provides the greatest possibility for building Junlian City into a material distribution center at the junction of southern Sichuan and northeastern Yunnan.

(5) Junlian is connected with Yanjin, Yiliang and Weixin, and has outstanding advantages in developing border trade. Yanjin County, Yiliang County and Weixin County in Yunnan belong to Yunnan-Guizhou Plateau, and they are highly complementary to Junlian County around Sichuan Basin. With the completion and opening to traffic of Yibin-Zhaotong Expressway and Railway in Yunnan, the economic cooperation between the two cities has been carried out in an all-round way, and the cooperation field is very broad. Recent cooperation focuses on transportation, energy, commerce and other fields, and Junlian County occupies an important middle geographical position in the economic cooperation between the two cities.

Third, the unfavorable conditions for Junlian's commercial and economic development.

The function of Junlian county is relatively perfect, but there are still many problems in the market, which need to be invested heavily.

(A) the functions of the commercial street are too mixed. The large commercial street has not yet been fully formed, and it belongs to the primary stage of construction.

(2) The overall development level of agricultural products market is low. Most of them have many problems, such as imperfect facilities, low service level, poor management and imperfect circulation system. In terms of spatial distribution, there are four in Junlian area and one in Xunsi area 1. Most areas lack perfect drainage, sewage and sanitation facilities, not to mention modern information infrastructure and management facilities.

(3) The overall development level of the means of production market lags behind. The degree of marketization, organization and specialization is low, the sources of production materials of large enterprises lack third-party services, and the professional wholesale market is not enough. As the sub-central city of Yibin, Junlian's industrial development does not match the demand.

(4) The number of other specialized large and medium-sized commodity trading markets is small and irregular. According to the standard statistics with a building area of more than 500 square meters, there are only a comprehensive market and a clothing market in Jin Xin Pedestrian Street in the south of the city, which are small in scale and have mixed functions.

Fourth, suggestions on accelerating the commercial and economic development of Junlian.

In order to accelerate the development of commercial economy in our county and further promote the prosperity of urban and rural markets, the following four suggestions are put forward.

(1) Continuously increase the income of urban and rural residents. Income is the basis and foundation of consumption. Only when the income level is improved can the consumption demand be expanded and the consumption structure be optimized. On the one hand, we should narrow the income gap between urban and rural areas. Rural consumer market is an important part of county consumer goods market with great potential. However, the current foundation is relatively weak. Efforts should be made to increase farmers' income, activate the rural market and effectively promote the expansion of rural consumption demand. On the other hand, it is necessary to continuously increase investment attraction, create more jobs, strive to increase the income of low-and middle-income people, and promote the sustained growth of urban and rural residents' consumption.

(two) to speed up the pace of building a new socialist countryside and cultivate the rural consumer goods market. The rural population of our county is 350,000, accounting for 87.5% of the total population. The excavation of rural consumption potential and the release of consumption will greatly promote the development of consumer goods market, which is not only an important content of building a new socialist countryside, but also the focus of expanding domestic demand. On June 13 this year, Comrade Liu Qibao, Secretary of the Provincial Party Committee, made an investigation in Feng Chun Village, Tengda Town, our county, and put forward the new hope of rebuilding 100 Feng Chun Village. Our county should take this opportunity to continue to increase financial investment in rural infrastructure construction, improve rural water, electricity, roads and other infrastructure, strive to build a unified urban and rural labor employment market, provide more employment opportunities for farmers, and maximize the employment of farmers.

(3) Accelerate the construction of urban and rural commercial networks and promote modern logistics. In accordance with the requirements of adapting measures to local conditions and facilitating the people, the layout of urban and rural commercial outlets should be rationally planned. In the county business center and the area with relatively concentrated people flow, make full use of its advantages and characteristics to form a consumption center that can promote consumption upgrading and create a business atmosphere. To this end, Junlian has planned the commercial development of the city and is making great efforts to build eight new markets: first, the wholesale market of agricultural products, located on Dumei Avenue, covering an area of 0.4 hectares; Second, architectural decoration, daily necessities, cultural and entertainment commercial street, located in the south-central section of Dumei Avenue; Third, Hexi farmers' market, located in Hexi area, with an area of 0.3 hectares; Fourth, the furniture and building decoration materials market in the south of the city, covering an area of 0.3 hectares; Fifth, the comprehensive market in Chengnan New District, covering an area of 0.8 hectares; Sixth, the lotus renewable resources market, covering an area of 0.2 hectares; Seventh, the means of production market, with an area of 65438 0.2 hectares; Eight is to build two large supermarkets, located in Shi Snowy Road and Dumei Avenue respectively. The establishment of these large markets will, to a certain extent, create favorable conditions for Junlian's recent industrial development, promote the prosperity of the commercial market, radiate south Sichuan and northeast Yunnan, and become a commercial logistics center. The investment and construction of the market will inevitably have a strong rate of return.

(4) Accelerate the construction of tourism infrastructure and promote the development of tourism service industry. Further strengthen the propaganda and marketing of tourism resources, enhance the popularity of Junlian's world cultural and natural heritage, and promote the rapid development of tourism service industry in our county. After 10-20 years' efforts, Junlian has built Qiquan karst sightseeing and leisure base in western China, and tourism has become a new pillar industry of county economy. The strategic focus of tourism development is as follows: First, launch four distinctive tourism products, namely, hot spring holiday tourism, geological wonders light tourism, snow-capped mountain eco-tourism and Miao cultural customs tourism; The second is to connect Changning Zhuhai and Xingwen Shihai, so that Junlian's rich tourism resources can enter the South Sichuan Tourism Link and become a new highlight of the South Sichuan Tourism Link. Third, efforts should be made to create a comfortable tourism environment, do a good job in tourism services, develop tourism resources and protect the environment simultaneously, and realize the sustainable development of tourism; Fourth, increase social capital investment, further improve the infrastructure construction of hot spring leisure resort, improve the infrastructure construction of Bamaopo Forest Park and open it to the outside world, develop Xianren Cave and Daxue Mountain, make them into tourism products with certain reception capacity, and cooperate with the transformation of the old city to initially form a tourist environment for urban leisure and sightseeing.

At present, Yanjin County has accumulated a certain foundation and is in a period of rapid growth, but the county economy is still relatively weak on the whole, and the county economic situation is not optimistic, which is manifested as follows: First, the total economic output is small. At present, the proportion of three industrial structures in Yanjin County tends to be reasonable, but the total economic output is not large, which is still far behind the advanced brother counties (cities, districts). Second, the development potential is insufficient. The traditional economic concept of relying on mountains to eat mountains has not been fundamentally changed, the county economic structure is unreasonable, and the economic structure based on resource development and traditional industries has not been fundamentally changed. In addition to coal and electricity, there is a lack of large and stable follow-up financial resources supported by large industrial projects. The financial resources of counties and townships are weak, and the current situation of "eating" finance is still difficult to change for a long time. Third, the ability of scientific and technological innovation is low. At present, Yanjin County lacks the technological innovation and knowledge innovation system to support the rapid and coordinated economic development. Most agricultural production is still in the traditional single structure of planting and breeding, and the development of new agriculture with high technology content and high efficiency is slow; Industrial enterprises have low industrial level, simple technology and similar industrial structure; The shortage of scientific and technological talents, the low scientific and technological literacy of enterprise production and management personnel and the lack of scientific and technological innovation ability restrict the healthy, rapid and coordinated development of county economy in our county.
