Medical and health institutions affiliated to the Municipal Health and Wellness Commission, public schools affiliated to the Municipal Education Bureau, state-owned enterprises affiliated to the Municipal State-owned Assets Supervision and Administration Commission, Dalian Medical University and Dalian Foreign Studies University are recognized by independently recognized industry authorities and their own units, which are not within the scope of acceptance in our district.
Declaration conditions
Talents who meet the following conditions may apply for the identification of talents in short supply in urban development:
In 2022, the introduction of talents in short supply for urban development must meet the post conditions listed in the Catalogue of Talents in Short Supply for Urban Development in Dalian. The industry field where the short-supply positions are located is determined according to the business scope in the business license of the employer or the legal person certificate of the institution, and the declared positions are selected within the determined industry field.
Work full-time in the company.
The shortage of talents introduced must sign a labor contract with the company for not less than 3 years or a contract with no fixed term, and pay social insurance in the company.
Under 50 years old.
The introduction time of talents in short supply in urban development is generally based on the time of paying social security after introduction.
recognition program
Personal statement. Individuals apply for accreditation to their units, fill in the Application Form for Accreditation of Talents in Shortage of Urban Development in Dalian according to the Catalogue of Talents in Shortage of Urban Development in Dalian, and provide relevant supporting materials.
Unit recommendation. Where the unit conducts a preliminary examination of the application materials, if it meets the requirements, it shall put forward recommendations in its application form and affix the seal of the unit, submit the original proof materials and a copy of the seal of the unit to the talent service center of Lushunkou District, and return the original after on-site inspection.
The audit is open. After examination, qualified candidates will be publicized on the government information network of Lushunkou District for 5 working days.
Identify and record. If there is no objection after publicity, Lushunkou District will issue a confirmation opinion and feedback the recommendation unit and the applicant. At the same time, the confirmation list and related elements will be reported to the office of the Municipal Talent Work Leading Group for the record.
