Specific Arrangements for Pre-departure Inspection of Persons Leaving the Consular Section of the Embassy in the United States for China (July 2022 1 Update)
In order to further improve the prevention and control of COVID-19 epidemic situation and implement the latest domestic prevention and control requirements, please apply for health code from the Chinese Embassy in the United States according to the following rules from July 1 day, 2022:
I. Pre-inspection requirements
(1) All passengers on flights from the United States to China must have a "double nucleic acid" test within 48 hours before boarding, and the second flight must be completed within 24 hours before boarding.
(2) The detection of "double nucleic acids" should be "parallel detection and cross-validation", that is, two different reagents are used in different detection institutions, and the time interval between two samples is more than 24 hours.
For example, if the check-in date of your flight leaving the United States is July 10 local time, the time requirements for the second nucleic acid test are as follows: the sampling time of 1 is July 8, and the second sampling time is July 9, so you must choose different testing institutions and use different testing reagents.
Second, about the detection mechanism.
The nucleic acid testing certificate issued by the legal testing institution in the United States (generally speaking, CLIA qualification is required, and CLIA qualification can be inquired) is acceptable. The test report shall include personal name, date of birth and sampling time (time
Collection), the time of issuing the report and the contact information available for inspection by the testing institution.
Third, apply for a health code.
(1) Preparation materials
Please prepare the following materials for scanning or screen capture in advance:
1, "double nucleic acid" test report;
2. Departure airline tickets or travel itinerary to China;
3. Valid travel documents (such as passports, travel permits, etc.). ), and if you are not a citizen of China, upload your passport and valid visa to China;
4. For those with previous infection history, two additional nucleic acid test reports should be provided according to the following requirements.
(2) Application channels
1. China citizens (including those with China passport, travel permit, home visit permit and Taiwanese certificate): Search for "International Epidemic Prevention Health Code" through WeChat or scan the QR code below to enter the WeChat international applet to fill in the application;

2. Non-China citizens: Through the two-dimensional code page of the foreigner's health declaration, please click and select the corresponding embassy or consulate in the United States according to the location of the second nucleic acid testing institution (within 24 hours before departure). The consular section of an American embassy or consulate is divided as follows:
Embassies in the United States: Washington, D.C., Delaware, Idaho, Kentucky, Maryland, Montana, Nebraska, North Carolina, North Dakota, South Carolina, Tennessee, Utah, Virginia, West Virginia, Wyoming, former consulates general in Houston, Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi and Russia.
Consulate General in new york: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island and Vermont.
Consulate General of San Francisco: Alaska, Northern California, Nevada, Oregon, Washington.
Consulate General in Los Angeles: Arizona, Southern California, Hawaii, New Mexico, Pacific Islands.
Consulate General in Chicago: Colorado, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Wisconsin.
San Luis Obispo, Kern and San Bernardino counties, with the consular section of the Consulate General in San Francisco in the north and the consular section of the Consulate General in Los Angeles in the south (inclusive).
(3) Fill in the application information accurately.
1. At all stages of application, ensure that the name, date of birth and certificate number are consistent and accurate with the certificates held.
2. Passport number and other certificate numbers will be directly used to check the test results provided by the testing institutions, and will be delayed or rejected if there is any error.
Please fill in your personal phone number truthfully to ensure smooth communication.
Fourth, verification and approval.
(1) Full verification The embassy in the United States will fully verify the authenticity of the test report, and if necessary, it will ask the applicant to contact the testing agency for verification and confirmation.
(II) Duration of review The working hours of the embassy in the United States for reviewing the Health Law are from 9: 00 to 23: 00 every day (including holidays). Please submit your application as soon as the materials are complete. The audit results can be queried online by yourself, so as not to affect the audit progress and delay others' trip to China.
(3) After the blue code and the green code are submitted for review, if they are qualified, you can get the "green code" and board the plane with the "green code". The embassy and consulate in the United States will no longer release the "blue code" for the time being.
Verb (abbreviation for verb) boarding inspection
(1) Check the health code The airline will check the health code at the check-in site. All passengers going to China must open and log in the applet or webpage at the check-in site, and display the health code. Screenshots, printed versions and other forms of health code display are not accepted. You can board the plane with the "green code".
(2) Airlines require airlines to take additional measures such as temperature measurement and checking the original test report according to the company's own regulations. Please cooperate. The embassies and consulates in the United States will actively coordinate relevant airlines to optimize and adjust their additional requirements.
(III) Scope of Application of the International Health Code The international version of the Health Code issued by the embassy or consulate in the United States is only used when boarding international flights leaving the United States. Please consult the relevant authorities for policies such as customs inspection and quarantine, isolated observation and health regulations at the place of entry.
Matters needing attention in applying for health code for people with past infection history, close contacts and suspected symptoms of intransitive verbs.
(1) Confirm recovery. Two nucleic acid tests and two negative reports at least 24 hours apart can be regarded as confirmation of recovery. (2) After the recovery is confirmed, "double nucleic acid" test can be conducted within 48 hours before boarding, since the negative report of the second nucleic acid test was issued/0/4 days later, and there is no abnormality in health monitoring. When applying for health code, you should upload two negative nucleic acid test reports and "double nucleic acid" test reports within 48 hours before going out.
(3) Close contacts and persons with suspected symptoms.
The embassy will not issue health codes to close contacts, people with suspected symptoms, people with "uncertain" nucleic acid test results and people in "gray areas" of nucleic acid testing. Relevant personnel should carry out health monitoring for 5 days after the last contact date, eliminate suspected symptoms and obtain "uncertain" test results. If there is no abnormality during the period, you can apply for a health code according to normal procedures.
Seven, the transit problem
Involved in transit, in principle, should be in the origin and transit (direct flight to China) were detected, respectively, to apply for health code.
There are many airlines, airports and testing institutions in the United States, and the specific situation is different. Please make a comprehensive analysis and judgment, and carefully evaluate various plans to go to China, so as not to delay the trip.
