Inspection contents: (1) Seriously investigate and deal with unlicensed business practices.
Investigate and deal with off-campus training institutions of disciplines that have not obtained school-running license or school-running record certificate, off-campus online training institutions of disciplines that have not passed the examination and approval, and off-campus training institutions of non-disciplines that carry out discipline training in violation of regulations.
Investigate and deal with the illegal acts of legal person registration certificate, a non-enterprise without a business license, to carry out off-campus training in the name of an institution.
(two) seriously investigate and deal with illegal training behavior.
First, investigate and deal with the illegal training behaviors of off-campus training institutions (offline and online) for students in compulsory education during national statutory holidays, rest days and winter and summer vacations, as well as illegal behaviors such as "teaching beyond the standard", "teaching in advance" and "intensive examination".
The second is to investigate and deal with the illegal activities of kindergarten children to carry out online courses and offline disciplines (including foreign languages) training.
The third is to investigate and deal with the illegal acts of off-campus training institutions to replace students with state-run schools and private schools to receive compulsory education.
The fourth is to investigate and deal with the off-campus training institutions for primary and secondary school students and the examination, competition and ranking of children's disciplinary levels in kindergartens.
The fifth is to investigate and deal with the behavior that the results of off-campus training are linked to the enrollment of primary and secondary schools and disrupt the enrollment order.
The sixth is to investigate and deal with the off-campus training behavior for primary and secondary school students during normal teaching hours.
Seventh, investigate and deal with other off-campus training activities that violate relevant state regulations.
(3) Seriously investigate and deal with the unfair competition behavior of off-campus training institutions.
First, investigate and deal with the contents that the publicity of off-campus training institutions is inconsistent with the reality or can't be confirmed, and deceive and mislead consumers through false or misleading propaganda means such as exaggerating the training effect, exaggerating the strength of the institutions, fictitious teachers' strength, fictitious enrollment rate, fictitious test question hit rate, fictitious teachers' academic qualifications, fictitious students' grades, etc.
The second is to investigate and deal with illegal acts of commercial bribery and commercial confusion by off-campus training institutions to attract students to schools, teachers and organizers.
(4) Seriously investigate and deal with price violations of off-campus training institutions.
First, investigate and deal with fictitious original prices and false discounts of off-campus training institutions. That is, using false or misleading price forms or means to deceive and induce consumers or other operators to trade with them.
The second is to investigate and deal with off-campus training institutions that do not clearly mark the price when providing training services, sell courses and class packages at a price higher than the marked price, or charge unspecified fees, and other acts that violate the provisions of clearly marked prices.
(5) Seriously investigate and deal with the contract violations of off-campus training institutions.
Comprehensive use of the "off-campus training service contract for primary and secondary school students (model text)".
Strengthen the rectification and supervision of off-campus training institutions that use contract format clauses to infringe on consumers' rights and interests.
Severe punishment will be given to off-campus training institutions that do not use the "Off-campus Training Service Contract for Primary and Secondary School Students (Model Text)" and provide unfair and unfair format contracts.
(six) seriously investigate and deal with illegal advertising activities of off-campus training institutions.
Investigate and deal with false advertisements that mislead students by using scientific research institutions, academic institutions and educational institutions, and pretend to be experts and professors. Seriously investigate and deal with related advertisements with poor orientation according to law, and focus on exposing typical cases of illegal advertisements in off-campus training institutions.
Investigate and deal with the behavior of off-campus training institutions to publish and broadcast advertisements in mainstream media, new media, public places, residential areas and online platforms, to carry out commercial advertising activities in primary and secondary schools and kindergartens, and to use primary and secondary school textbooks, teaching AIDS, workbooks, stationery, teaching AIDS, school uniforms and school buses to publish or publish advertisements in disguise.
Seriously investigate and deal with off-campus training institutions using controlled media to publish false information and create anxiety.
(seven) seriously investigate and deal with illegal charges.
Investigate and deal with the behavior of discipline-based off-campus training institutions that charge a single subject for more than 3 months or 60 class hours at a time, as well as the behavior that the charging period is inconsistent with the teaching arrangement and charges in advance, so as to comprehensively prevent the prepayment risk caused by the high one-time cost.
(eight) strict investigation and rectification of hidden dangers of off-campus training institutions.
Comprehensively investigate the hidden dangers of facilities and equipment safety, epidemic prevention and control, teaching content and publicity materials of off-campus training institutions, and order the institutions with hidden dangers and problems to rectify immediately, and dispose of them according to law if the rectification is not in place.
(nine) seriously investigate and deal with the problem of illegal employment of personnel in off-campus training institutions.
Seriously investigate and deal with violations such as hiring in-service teachers to teach part-time, hiring people without teacher qualification certificates to engage in subject training, hiring people with criminal records, hiring foreigners in violation of regulations, and hiring foreigners to go abroad for training.
