Regulations of Shanghai Municipality on Pet Management

Chapter I General Provisions

Article 1 These Regulations are formulated in accordance with the relevant laws and administrative regulations, combined with the actual situation of this Municipality, in order to standardize dog-raising behavior, safeguard citizens' health and personal safety, safeguard the legitimate rights and interests of dog owners, and safeguard the city appearance, environmental sanitation and social order.

Article 2 These Regulations shall apply to the breeding, management and related management activities of dogs within the administrative area of this Municipality.

Article 3 Dog management shall follow the principles of supervision by government departments, self-discipline of dog owners, participation of grass-roots organizations and public supervision.

Article 4 The municipal, district and county people's governments shall strengthen their leadership over the management of dog-raising. The people's governments at the municipal, district and county levels shall establish a dog-raising management coordination body with the participation of public security, veterinary medicine, urban management and law enforcement, industrial and commercial administration, housing security, housing management, health and other departments, organize, guide and supervise dog-raising management, and coordinate and solve major problems in dog-raising management.

Article 5 The municipal public security department is the competent department of dog management in this Municipality. The district and county public security departments are responsible for the dog management and related punishment within their respective jurisdictions. The dog shelter set up by the municipal public security department is responsible for the reception, claim and adoption of dogs.

The veterinary administrative department shall be responsible for the epidemic prevention of canine rabies, and guide the supervising agencies for animal health to implement relevant management and punishment.

Urban management law enforcement departments are responsible for investigating and dealing with the behaviors that affect the city appearance and environmental sanitation in the process of dog management in urbanized areas.

The administrative department for industry and commerce is responsible for the supervision and management of dog business activities.

Housing security, housing management, health, finance, price and other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in dog management.

Township and town people's governments and sub-district offices shall cooperate with relevant administrative departments to do a good job in dog management.

Article 6 Dog owners shall keep dogs in accordance with the law and in a civilized manner, and shall not harm the legitimate rights and interests of others.

Article 7 People's governments at all levels and relevant departments shall, through various forms, carry out publicity and education on keeping dogs in accordance with the law, keeping dogs in a civilized manner, preventing rabies, and living in harmony between humans and animals.

News media such as radio, television, newspapers, websites, etc. should strengthen social morality education and dog-raising knowledge propaganda, and guide dog owners to form good dog-raising habits.

Eighth residents' committees, villagers' committees, owners' committees and property service enterprises shall assist the relevant administrative departments to carry out the publicity of raising dogs in accordance with the law and civilization, and guide and urge dog owners to abide by the code of conduct for raising dogs.

Ninth to encourage relevant industry associations, animal protection organizations and other social groups to participate in dog management activities.

Chapter II Dog Breeding Registration

Article 10 This Municipality shall implement compulsory rabies immunization for dogs according to law. If the dog is born for three months, the dog breeder shall, in accordance with the provisions of these regulations, send the raised dog to the place designated by the veterinary administrative department to receive rabies immunization and implant electronic identification.

The veterinary administrative department shall set up rabies immunization spots in accordance with the principle of reasonable layout and convenient vaccination. Pet clinics recognized by the veterinary authorities can carry out rabies vaccination, and the confirmation letter of the veterinary authorities should be hung in a prominent position in their business premises.

Dogs receive rabies immunization at the place designated by the veterinary administrative department, and the veterinary administrative department shall issue rabies immunization certificates to the dog owners.

Eleventh the implementation of dog registration system and annual inspection system in this Municipality. If a dog has been kept for three months, it shall be registered by the dog owner.

Dogs that have not been registered for three months shall not be kept.

This Municipality shall take measures to gradually realize the dog rabies vaccination, dog registration and annual inspection in the same place.

Twelfth individuals should have full capacity for civil conduct, and have a fixed residence in this city.

Individuals who keep dogs in urbanized areas are limited to one per household.

It is forbidden for individuals to keep strong dogs.

Thirteenth units need to raise dogs because of work, shall meet the following conditions:

(a) there are dog cages, kennels and fences and other captive facilities;

(2) having full-time personnel to look after dogs;

(three) a sound dog safety management system;

(four) the location of the unit is outside the office building and residential area.

Fourteenth dog owners should go to the institutions designated by the district and county public security departments of their residences or units for dog registration and annual inspection.

If an individual raises a dog, the following materials shall be provided:

(1) Personal identification;

(2) Real estate license or house lease certificate;

(3) proof of rabies immunity in dogs.

Dog units shall provide the following materials:

(a) the organization code certificate of the unit;

(two) the identity certificate of the legal representative of the unit;

(three) the dog safety management system;

(four) the identity certificate of the specialized personnel who take care of dogs;

(five) proof of the unit kennel;

(6) Proof of rabies immunity in dogs.

Fifteenth district and county public security departments shall conduct an audit within ten working days from the date of receiving the application materials for dog registration. Meet the conditions, to be registered, issued a "dog registration certificate" and a dog license; Do not meet the conditions, not to register and explain the reasons.

Article 16 In case of any change in the domicile or unit domicile of a dog breeder, the dog breeder shall, within 15 days from the date of change, go through the change formalities with the dog registration certificate at the designated institution of the district or county public security department of the current domicile or unit domicile.

Seventeenth in any of the following circumstances, dog owners should hold the "dog registration certificate" to the original accreditation body for cancellation procedures:

(1) If the dog is dead or missing, it shall be handled within 15 days from the date of death or missing;

(two) to give up raising dogs, it shall be handled within fifteen days from the date of sending them to others for breeding or to the dog shelter.

If the dog immunization period has passed and the dog owner fails to send the dog to the designated place of the veterinary administrative department to receive rabies immunization, the public security department shall cancel the dog registration certificate.

Eighteenth "dog registration certificate", dog license is damaged or lost, dog owners can apply to the accreditation body for a replacement.

If the dog's electronic logo is damaged or lost, the dog owner can apply for replanting at the implantation site.

Article 19 The public security department shall establish a dog management information system and an electronic file for dog management, share information on registration, immunization and supervision with the veterinary supervisor, urban management and law enforcement, industrial and commercial administration, health and other departments, and provide relevant management and service information to the public.

Dog management electronic files record the following information:

(a) the name and domicile of the dog owner or the name and domicile of the unit;

(2) Vaccine, breed, date of birth, main physical characteristics and photos of dogs;

(three) the record of administrative punishment for violating the provisions on dog management;

(four) the issuance, alteration, cancellation and withdrawal of the relevant licenses for dog registration;

(5) Other information that needs to be recorded.

Twentieth dog owners should bear the costs of rabies immunization, electronic identification, relevant documents and management services. The specific cost standard of rabies immunization and electronic identification shall be approved by the municipal price department, and the specific cost standard of relevant documents and management service fees shall be approved by the municipal price department in conjunction with the municipal finance department and announced to the public.

The collection and use of management service fees shall be announced to the public regularly.

Chapter III Code of Conduct for Raising Dogs

Twenty-first dog owners should abide by the relevant laws, regulations and rules, respect social morality, abide by public order, and must not interfere with the normal life of others, damage environmental sanitation and public facilities, and must not abuse the dogs they raise.

Twenty-second dog owners carrying dogs out shall comply with the following provisions:

(1) Hanging dog tags for dogs;

(two) for the dog leash, leash length shall not exceed two meters, consciously tighten the leash in crowded places;

(3) Wear muzzle only for large dogs;

(four) take the elevator or go up and down the stairs, avoid the peak hours and take the initiative to avoid others;

(five) the strong dogs kept by the unit need to leave the breeding place only because of immunization, diagnosis and treatment, etc., and put them in the dog cage;

(six) immediately remove the feces excreted by dogs.

Article 23 Dogs are prohibited from entering office buildings, schools, hospitals, stadiums, museums, libraries, cultural and entertainment venues, waiting rooms (airplanes, ships), restaurants, shopping malls, hotels and other places, and taking public transportation such as buses, trams and rail transit.

Managers of places other than those specified in the preceding paragraph may decide whether to allow dogs to enter the places they manage. Dogs are forbidden to enter, and obvious no-entry signs are set up.

If you take a taxi with a dog, you should get the consent of the taxi driver.

Residents' committees, villagers' committees and owners' committees may, in accordance with relevant conventions or statutes, designate public areas where dogs are prohibited from entering residential areas.

Blind people carrying guide dogs are not restricted by the provisions of this article.

Twenty-fourth dog barking affects the normal life of others, the dog owner should take measures to stop it.

Twenty-fifth dog owners shall not drive or let dogs intimidate or hurt others.

If a dog hurts others, the dog owner shall immediately send the injured person to a medical institution for diagnosis and treatment, and advance the medical expenses.

Encourage dog owners to take out dog liability insurance.

Article 26 Where a dog gives birth to a puppy in an urbanized area, the dog owner shall deliver the over-limit dog to other individuals and units that meet the conditions stipulated in Articles 12 and 13 of these regulations or to a dog shelter within three months after the puppy is born.

Encourage dog owners to neuter their dogs. Dog owners who sterilize their dogs will be charged a management service fee by half with the certificate of dog sterilization.

Article 27 If a dog owner gives up raising a dog or fails to apply for dog registration because he does not meet the conditions, he shall send the dog to other individuals and units that meet the conditions stipulated in Articles 12 and 13 of these regulations for feeding or send it to a dog shelter.

Dog owners are not allowed to abandon dogs.

Article 28 If a dog owner finds that his dog is infected or suspected to be infected with rabies, he shall immediately take isolation and other control measures, and report to the competent veterinary department, the supervising agency for animal health or the prevention and control agency for animal diseases, which shall handle the matter in accordance with the relevant provisions of the state.

Twenty-ninth dogs died in the process of feeding, dog owners should be in accordance with the relevant provisions of animal epidemic prevention, the dog body will be sent to the designated harmless treatment sites.

If a dog is found dead by an animal clinic, the animal clinic shall, in accordance with the relevant provisions of animal epidemic prevention, send the dog's body to the designated harmless treatment place.

Dog owners and animal clinics are not allowed to bury or discard dog carcasses by themselves.

Thirtieth residents' committees, villagers' committees and owners' committees may, through residents' meetings, villagers' meetings and owners' meetings, formulate conventions or articles of association on dog management in their residential areas, and organize their implementation and supervise their implementation. Dog owners shall abide by the convention or statute.

Thirty-first to encourage dog-related industry associations, animal protection organizations and other social organizations to formulate industry norms, carry out publicity and education, and assist relevant management departments to carry out dog management activities.

Encourage volunteer organizations and volunteers to participate in dog management activities.

Any unit or individual has the right to criticize, dissuade, report and complain about illegal dog-raising behavior. The relevant administrative departments shall promptly handle reports and complaints from units and individuals.
