Regulations of Changsha Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, guide citizens to establish civilized concepts, advocate civilized behaviors and improve the level of social civilization, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality. Article 3 The promotion of civilized behavior should adhere to the working principles of Party committee leadership, government leadership and social coordination, give full play to the main role of citizens, and form a long-term mechanism for the promotion of civilized behavior. Fourth city and county (city, district) spiritual civilization construction steering committee to co-ordinate the promotion of civilized behavior within their respective administrative areas.

The institutions responsible for the construction of spiritual civilization shall specifically undertake the guidance, coordination, supervision, inspection, evaluation and assessment of the promotion of civilized behavior within their respective administrative areas. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plans and annual plans.

City, county (city, district) people's government departments, township (town) people's government, street offices shall, according to their respective responsibilities, strengthen cooperation and do a good job in the propaganda of civilized behavior.

Neighborhood (village) committees shall strengthen the propaganda and guidance of civilized behavior and assist in the propaganda of civilized behavior. Chapter II Advocating, observing and forbidding Article 6 Citizens should practice the socialist core values, carry forward the traditional virtues of the Chinese nation, strengthen social morality, professional ethics, family virtues and personal moral cultivation, and abide by laws, regulations, public order and good customs.

Advocate learning from Lei Feng and other hero models, advocate hero models, and inherit and carry forward the spirit of hero models. Seventh advocate and abide by the following civilized public order behavior:

(a) in public places, dress neatly, use polite language, and don't make noise or hinder others;

(two) to watch exhibitions, sports competitions, cultural performances, movies, etc. , abide by the rules of venue management and etiquette;

(three) to carry out cultural and sports activities such as square dance, outdoor singing, performances, etc., and to choose the time, place and method of activities reasonably to avoid affecting the lives of others;

(4) When waiting for public services, using public facilities, and participating in public activities, be courteous to each other, queue up in turn, and get up and down in an orderly manner when taking public transport, so as to give seats to the elderly, the sick, the sick, the pregnant, the infants and other passengers in need;

(five) when driving a motor vehicle, courtesy to pedestrians, civilized driving;

(six) when seeking medical treatment, abide by the medical order, both doctors and patients respect each other, and handle medical disputes through consultation according to law;

(seven) when traveling, respect local customs, traditional culture and religious beliefs, and take care of cultural relics, tourist facilities and environmental sanitation. Eighth advocate the following family style civilized behavior:

(a) respect for the elderly and love for the young, equality between men and women, harmony between husband and wife, diligence and family management, neighborhood unity, training and inheriting excellent family style and family training;

(two) filial piety to parents and elders, and carry forward the virtues of the Chinese nation to respect the elderly and provide for the elderly;

(three) set an example, educate and guide minor family members to abide by civilized behavior norms;

(four) frugal arrangements for weddings, funerals and celebrations. Article 9 Advocate the following civilized behaviors of social mutual assistance:

(a) care for lonely empty nesters, left-behind children, bereaved families, the disabled, migrant workers and their minor children and other special groups;

(two) to participate in community building, poverty alleviation, emergency relief, environmental protection and other charitable and voluntary service activities;

(three) blood donation, donation of human tissues and organs (remains). Tenth abide by the following civilized behavior norms:

(a) abide by the civic convention, village rules and regulations, the owners' convention and other collective behavior norms, and be a civilized citizen, a civilized villager and a civilized owner;

(2) Abide by the code of conduct for citizens' ecological environment, consciously classify domestic garbage according to regulations, and adhere to a simple, moderate, green and low-carbon lifestyle and work style;

(three) abide by the professional code of conduct and industry self-discipline, love their jobs and respect customers;

(four) practice the requirements of good faith, and consciously keep their promises. Eleventh prohibit the following uncivilized behaviors that damage the city appearance and environmental sanitation:

(a) spitting, chewing gum and betel nut residue and other food residues;

(two) urinating, littering peels, scraps of paper, cigarette butts, packaging boxes (bags) and other wastes;

(3) scribbling, portraying and posting on buildings, structures, public facilities, trunks and poles;

(four) set up stalls in prohibited areas;

(5) Raising livestock and poultry in cities and towns. Article 12 The following uncivilized behaviors that hinder traffic are prohibited:

(a) driving a vehicle without following the traffic signal, changing lanes at will, speeding, disrespecting pedestrians crossing the zebra crossing and illegally parking;

(two) the driver or passenger of the vehicle throws objects outside the vehicle;

(three) pedestrians do not follow the traffic signals, cross urban roads, do not take crosswalks or crossing facilities, climb over or lean on road isolation facilities;

(four) begging, selling goods, distributing publicity materials and other acts that affect traffic safety in motor vehicle lanes;

(5) Failing to park the corresponding vehicles on the road sections with non-motor vehicle parking areas, thus affecting the smooth flow of roads or pedestrians;

(VI) Internet vehicle rental enterprises put * * * vehicles into the society, failing to effectively perform their management duties and affecting road traffic order.
