Crime of any kind is severely punished; there are no misdemeanors in Demacia. In response, opponents (who voice their criticism outside of the city-state's power) see this as evidence of the inherent hypocrisy of the Demacians. The Demacians countered by pointing out that their justice system had incorporated mercy and light sentences into their judgments. No one is punished without a fair and impartial analysis of the circumstances of the event. While others may still criticize the harshness of Demacian justice, the Demacians stand by their opinion. Demacia is the only constitutional monarchy in Valoran. The king is the head of state; the elected council is the legislative body of the city-state. While the king is an excellent ruler, he is nonetheless constrained by the Council of Demacia. The current king is Garvin III, also known as Garvin III the Shield of Light. He works zealously with the council to ensure the safety and purity of the city-state. Since Garvin I, Demacia has been free of coups and rebellions of any kind. The King is not only the supreme political leader of the city-state, but also the supreme commander of the army. The Demacian army is one of the strongest in Valoran and the only force that can stop the Noxus war machine. Ever since the two city-states were built hundreds of years ago, Noxas has been the un***ing enemy of Demacia. The source of their strife is moral philosophies as different as day and night. So it's easy to see why Demacia regards the military as a matter of vital importance to the city-state's survival. All residents must serve in the military for at least three years. And even after their service is complete, most Demacians remain active members of the city-state's military.

Demasia was one of the first city-states to support the League of Legends, though their starting point was less about maintaining planetary stability and more in the midst of concerns about the threat of Noxus to Valoran. Demacia sent its best magical apprentices to the War College, some of whom became Master Summoners. Demacia had its own Place of Justice within it, a move that was followed by a reduction in the huge expense of maintaining a share of the army. The post-Alliance era army of Demacia is as strong as ever, though the focus has changed from an army to reclaim territory encroached upon by Noxus to a defensive force. Every Lightshield is born with a bone-deep anti-Noxian sentiment. Garvin IV was no different, even though he was the first Lightshield born in the League of Legends era. He followed the example of his forefathers and led the armies of Demacia and Noxus in a bloody battle. Garvin IV fought alongside his army and was valiantly wounded. He was once outwitted and captured by the Noxus army led by Svein, his worst defeat. Garvin IV set out to hunt the most dangerous beasts and bandits in northern Valoran, but he soon grew tired of the hunt. He ventured to the south of the Magnificent Barrier in search of what he had been chasing, and was not heard from for two years, with many speculating that he was dead. Nevertheless, he returned to the bustling streets of Demacia. His battle armor was adorned with many bones and unknown creatures, and by this time, Garvin IV possessed an intelligence unlike any of his peers. On the Valoran continent, while there is controversy over the military discipline in Demacia, the common denominator is that everyone honors it. There is a strict code of "zero tolerance" for civilians and soldiers alike. This means that the Demacian army will never make excuses, run away, or surrender in battle. The Supreme Army Leader enforces these principles vigorously. Galen, the valiant warrior who holds the title of "The Power of Demacia", is the model for the army. Thousands of heroes fought and died on the battlefields of Demacia and Noxus (Demacia's rival camp). Under the banner of the army, Galen met his equal rival, Katrina. Those soldiers who participated in the war and survived thought that Galen and Katrina fought against each other not like fighting, but like dancing. Galen was the pride of the Demacian army, the leader of the Fearless Vanguard. For the first time in his life, he returned from the battlefield panting, although some believed that he didn't lose the battle because of his overwhelming strength. Rumors were rampant at that point. Thereafter, Galen would seize every opportunity to prove himself by sparring with the Queen of Blades. As the moral model of Demacia, Galen never paid any attention to these rumors because he knew that others would not be able to understand him. For a true warrior, finding a comparable opponent is what drives him. An opponent so beautiful and different proved the value of his existence. Galen's frontline strategy - "The best way to kill an enemy is to mow down even those around him." [2] Zhao Xin was always at the side of King Gavin IV of Demacia when he gave his impassioned speeches from the gleaming marble balcony atop the palace. Zhao Xin, known as the "Chief Steward of Debonair", was the personal butler of the Lightshield Dynasty. His mysterious and unspoken vigil has led to numerous speculations about his "secret life" and origins. Whether he was suspected of being a "double agent for Zuan" in after-dinner gossip or a "debt-ridden rune mage" in the editorials of Demarcia Constant, Zhao Xin never gave away anything to satisfy the public's curiosity! ...... There is certainly a good reason for this. Prior to the formation of the Alliance, Noxus was famous for its spectacular "meatgrinding contest". It was a brutal and twisted gladiatorial event: when a gladiator won a tournament, the number of opponents he had to face at the same time (usually prisoners of war) increased. This meant that each participant would eventually die, but only with great honor. Zhao Xin, then known as "Vespero", faced 300 soldiers, a number nearly six times greater than the previous record. Obviously, this meant that it was his final event. Garvin III, upon hearing of this unprecedented feat, sneaks into the arena and offers Zhao Xin an alternative: to serve Demacia and punish those who would eventually execute him in exchange for his freedom. The monarch would lay down his life to save him, and in shock, Zhao Xin accepted Garvin III's offer. Under the cover of a surprise attack orchestrated by Demacia, Garvin liberated Zhao Xin as well as his three hundred opponents. On their retreat, Zhao Xin deflected a poisoned arrow for Garvin. This act of loyalty to protect his lord, from a man who had not sworn allegiance, earned Zhao Xin a position at the king's side until the king's death. Serving the late king's son, Garvin IV, Zhao Xin is stepping into a new battlefield - the land of justice - to fight for the country that hosted him, as a way of repaying the late king's grace that gave his life meaning, and honoring the lineage of Garvin's clan. The only thing that is inevitable is defeat." --Demarcian Army Guide[3] Lax Lax was born into the prestigious Crown Guard and was destined to be extraordinary in the atmosphere of a model Demarcian Army family. She was the only girl in her family and received a higher education, attending lavish parties that only the prestigious families could attend. As Lax grew up, her unique talents gradually came to the fore. She likes to play pranks and make people believe in things that don't actually exist, and she can hide in plain sight. Somehow, even the most mysterious magical skill, she was able to reverse cast it by following the instructions once she had seen it. Lax was hailed as a genius, and her every move touched the hearts of the government, military, and people of Demacia. As the youngest female wizard to be tested by the Academy of Magic, Lax discovered that she had a unique control over light energy. When the Demacian army learned of Lax's skill, they recruited and trained her to fight in covert warfare. However, Lax did not enjoy the work of scouting and spying. For the sake of her people, her true goal is the League of Legends. Bobbi's innate talent for casting coupled with her father's careful teaching soon made her a skilled craftsman. One day, General Florin Beryl of Demacia came to Broglan's store and asked him to create a unique armor for himself. Broglans worked diligently, intending to present his heartfelt masterpiece to Florin. He gave the most important part of the armor to Bobbi to install the jewel right in the middle. When the armor was complete, father and daughter set sail for Demacia to present the weighty item in person. However, the news leaked to the ears of Noxus executives, who sent two assassins to stop them halfway. Broglio fought back, enabling Bobby to escape with the armor. Bobby, however, could only watch as his father was killed. Instead of fleeing home, the strong Bobbi escorted the armor all the way to Demacia. She refused to accept the general's honorarium, as no amount of honorarium could have saved her father's life. However, this eventually angered the High Command of Noxus. While traveling through the Howling Wetlands with his masterpiece, Durang is attacked by a large group of Noxus Assassins. Cutting off Gario's energy source, the Assassins quickly killed Durang before disappearing into the jungle. This horrified the outnumbered and overwhelmed Gario, and deprived of a reason to live, Gario fell into despair. For years, he lived alone in seclusion, guarding the bones of the master he could not protect - a literal monument to his eternal shame. One day, a sad but strong Yoder girl rested near the massive statue. She wore a huge Demacian crown, and the hidden Gario saw her clearly and studied the lone Yordle. She also seems to bear a great burden. Quietly and resiliently, she arrives and makes her way towards Demacia. The encounter with the Yordle girl allows Gario to see the light and remember his dead master, and Gario awakens from his silent purgatory to follow the brave girl closely. He has a new reason to live: to join the League of Legends and fight for the will of Demacia. [5] "There is no atonement to be made, only repentance." --Gario Quinn Quinn and Warlow are an elite pair of guerrilla patsies. How could an ordinary little girl be spared years of military training, even with a powerful creature at her side? Quinn and Warlow proved themselves on an important mission when they tracked down a Noxian assassin who had eluded an entire Demacian force. After bringing the assassin to justice, they finally earned the respect and support of their country. Now they became the embodiment of Demacia's strength and perseverance. Shyvana is one such creature, the love child of a common Demacian peasant girl and a dragon of the sky. She was raised by her mother, and though her family protected her, her oddities could not escape the eyes of her neighbors. After her family lost their lives in a catastrophe, she became alone for the first time, with no one to turn to. Soon Shivana is ostracized by the people, and it doesn't take long before their fear begins to put her in danger. When she was ravaged by an angry mob to the point where her life was in danger, she was rescued by a traveling nobleman, Gavin Lightshield. Oddly enough, the nobleman knew exactly what she was and took her under his protection. It wasn't long before Garvin gave her a chance to use her innate battle skills in the service of Demacia: inviting her to become a member of the Elite Guard. Shyvana was a valiant warrior, and what flowed through her was the blood of the most powerful demonic predators in all the world. Unlike some of her companions, she has an understated personality - calm, cool, and collected. However, when it comes to combat, the dragon's might she inherited radiates, and almost no one dares to gaze into her eyes, and almost no one doesn't have the instinctive reaction to run away. The Laurent family has dominated the dueling culture of Demacia's high society for centuries, and Fiona's father was seen as one of the finest swordsmen that Debonair had ever seen. Inspired by his honorable deeds, Fiona began training when she was barely able to wield a sword, and quickly displayed a talent superior to that of her peers. As she developed more maturity, her self-confidence and harsh self-discipline even widened the skill gap between her and her peers. Her fellow duelists viewed her confidence as arrogance, yet no one was able to defeat her in battle, and with each victory her high self-esteem grew another point. Even as strong as she is, Fiona never gets complacent in her training, instead making herself work even harder to become a worthy heir to her father's name. However, her devotion is pinned on the wrong person. On the eve of an engagement, Fiona's father was caught in the act of putting chronic paralyzing poison in his opponent's drink. The incident caused an uproar, and many of his father's former rivals came forward to accuse him of all sorts of crimes: poisoning weapons, bribery, extortion, and so on. The reputation of the Laurentian family was ruined. Fiona was furious. Not only because her hero betrayed the image in her mind, but also because the dueling elites of Demacia were y skeptical of her personal skills. She desperately wanted to erase this stain from her family's history, but more than anything, she wanted the world to recognize her swordsmanship.
