The Ministry of Health's "Notice on Issues Relating to the Calculation of the Length of Service of Rural Doctors" (1988) No. 22, Article 2, stipulates that: according to the State Council's Wage System Reform Group and the Ministry of Labor and Personnel's Labor and Human Resources Salary (1985) No. 19 on the "calculation of the length of service from the time of participation in the revolutionary and socialist construction", the number of years of service shall be calculated from the time of participation in the revolutionary and socialist work. Please follow the requirements of the Circular of the Ministry of Finance on Issues Related to Early Notification of Transfer Payment Indicators (Cai Bao [2010] No. 409) to do a good job of budgeting, indicator arrangement, etc., and then allocate and utilize the funds in accordance with the procedures after the budget of the year 2021 has begun.
The former "barefoot doctors" referred to in this implementation plan refers to the rural doctors who entered the county's village medical and health institutions before December 31, 1987, to engage in prevention, health care and general medical services, and have been in continuous service for more than five years (including five years) and are not entitled to the pension insurance for urban workers. Satisfying the above conditions and reaching the age of 60 as of January 1, 2016, they shall receive pension subsidies in accordance with the provisions of this Implementation Measures. Those who have died before the implementation of this program, or have been expelled or dismissed for criminal offenses or violation of state policies or regulations are not entitled to the subsidy.
The former "barefoot doctor" pension subsidies take the form of subsidies according to the length of service, each year of service 20 yuan per month, up to a maximum of 400 yuan per month. This standard according to economic and social development, adjusted in due course.
Three, the source of funds
The original barefoot doctor pension subsidies required by the county financial solution. The required funds into the financial budget, the implementation of special management, earmarked.
Fourth, identity and medical years of identification methods
(a) the identification of institutions

The townships are also required to set up a leading group and a preliminary examination organization with the participation of the competent leaders and representatives of the resident township health centers and barefoot doctors, who will be responsible for receiving the applicant's application materials and carrying out the preliminary examination of the materials and approving the work. The list of personnel of the work leading group and preliminary examination organization of each township shall be submitted to the office of the county special work leading group before July 1, 2016 for record.
(2) Individual application and material declaration
Application registration is made in the township where the original place of service is located. Individual applications, material evidence and witness testimony and other relevant information in accordance with the county special work leading group unified format requirements. The relevant departments should facilitate the checking of information without violating the provisions of national confidentiality. Any copy of the original information issued by the organization must indicate the source of the original, the copying unit, the date of copying and stamped with the official seal.
The former "barefoot doctors" who had not reached the age of 60 before January 1, 2016, applied for the declaration of their status, work experience and years of experience in health technology services.
(C) preliminary examination and determination
Adhering to the principles of objectivity and fairness, seeking truth from facts, being positive and prudent, and the determination of physical evidence as the main source of evidence, supplemented by organizational investigations, and human evidence as a reference. Former "Barefoot Doctors" who meet the relevant conditions are required to bring the following documents and information to the township preliminary examination organization to submit a written application for registration:
1. Two copies of the "Former "Barefoot Doctors" Individual Application Form of Wells County" (Attachment 2);
2, original ID card, hukou and photocopies (two copies each), and two recent one-inch bareheaded photographs;
3, proof from the Social Security Bureau of not participating in the pension insurance for urban workers (unified verification by townships);
4, proof of not having committed a criminal offense from the public security department (unified verification by townships);
5, proof of not having violated the state's family planning policy from the health and planning department (township unified verification);
6, the village committee certificates;
7, the original and copies of the original physical evidence materials that can prove the identity and working years of the rural doctors (including the "barefoot doctor certificate" issued by the administrative departments at or above the county level, the doctor's certificate, the doctor's certificate, the traditional Chinese medicine practitioner and other certificates). Undocumented persons fill in the "Defile County original "Barefoot Doctor" identification form" (Annex 3);
8. Testimonials.
After each township completes the registration and preliminary examination, the list of those who have passed the preliminary examination together with the relevant contents of this implementation program will be publicized in each township and village for not less than 7 days. Publication of objections, the preliminary examination organization to further review and verification. If there is no objection, the applicant shall fill in the "Former "Barefoot Doctors" Identity and Years of Medical Experience Determination Form" (Attachment 4) and the "Former "Barefoot Doctors" Pension Subsidy Approval Form" (Attachment 5) in duplicate, and sign the opinion by himself/herself.
(4) Reporting for approval
The township determination agency will report the summary table (Annex 6) and the original and a copy of each person's application and declaration information to the county special work leading group office table (also reported electronically) before July 15, 2016, and a copy will be retained in the township (center) health center.

2. 3. At the end of the identification work, copies of relevant documents and information will be kept for filing.
Fifth, subsidies issued
The former "barefoot doctor" pension subsidies for the first time, the Bureau of Health and Accounting is responsible for the final identification of the list of people and the amount of subsidies reported to the Finance Bureau, the financial directly issued on a monthly basis.
After the death of the person receiving the subsidy, the subsidy will be stopped from the next month of the death.
The townships should certify the survival of the persons receiving the subsidy at least twice a year, keep abreast of the changes in the personnel and report them to the Health Bureau in a timely manner.
Personnel changes are summarized by the Health and Welfare Bureau and reported to the Finance Bureau.
Six, safeguard measures
(a) strengthen organizational leadership. The former "barefoot doctors" pension treatment issues related to the interests of the masses and social stability. (3) Strict supervision and management. In the process of identification, no department or person shall charge any fee to the applicant. (D) strict time limit. (E) Clear division of responsibilities. The townships are responsible for the policy propaganda and preliminary examination work, responsible for the annual survival certification (twice a year), and monthly reporting of personnel change information; the county health bureau led by the finance, human resources and social welfare, discipline inspection and supervision departments *** with the responsibility for the identification of personnel identity and years of service; human resources and social welfare bureau is responsible for screening the applicants to participate in the pension insurance for urban workers; the Finance Bureau is responsible for the funding and issuance of funds; the Public Security Bureau is responsible for the issuance of the applicants The Public Security Bureau is responsible for issuing proof that the applicant has not committed a criminal offense; the Archives Bureau is responsible for verifying relevant archival materials; and the Audit Bureau is responsible for auditing the granting of subsidies. Letters and visits, public security and discipline inspection and supervision departments should work closely together to ensure that the determination of the distribution of work smoothly, to ensure the maintenance of social harmony and stability.
