According to the "State Council on workers' retirement, retirement of the Interim Measures" (Guo Fa [1978] No. 104) provides that: universal ownership of enterprises, institutions and party and government organs, mass organizations of the workers, the male has reached the age of 50 years old, the female has reached the age of 45 years old, the continuous service of 10 years, as certified by the hospital, and confirmed by the Labor Appraisal Committee, completely incapable of labor, should be retired.
According to the relevant regulations, employees who apply for early retirement due to illness or non-work-related disability should first go to a hospital at or above the county level designated by the local and municipal labor security departments for medical diagnosis. Secondly, the medical diagnosis certificate will be sent to the local municipal labor appraisal committee for examination, and make a conclusion of whether it is a total loss of working ability.
