The palace and the court are one, and the rewards and punishments for good and bad deeds should not be different because they are in the palace or in the court. If there are those who have done evil deeds, violated the laws and regulations, and done good deeds with loyalty, they should be handed over to the competent officials, who will assess the deserved punishments or rewards, which will be used to demonstrate His Majesty's just and strict policy of governance. There should be no favoritism or partiality, making different laws inside and outside the palace.
Guo Youzhi, Fei Yi, and Dong Yun, the attendants of the court, are all good and honest men, and their ambition and loyalty of heart are unrivaled, and therefore the late emperor chose them to be reserved for your majesty's use. I think Your Majesty should consult them on matters in the palace, no matter how big or small, and then carry them out, so that the shortcomings and omissions can surely be remedied and better results obtained.
General Xiang Favored, who is kind and fair in disposition and morals, and well versed in military affairs, was formerly tried out and praised by the late emperor for his talents, and so it was agreed that he should be elected as the central governor. I believe that we should consult with him on all matters in the military camp, so that we can make sure that the army is united and that the good and the bad are each given their due.
Being close to the wise ministers and alienating the villains is the reason why the former Han Dynasty flourished; being close to the villains and alienating the wise ministers is the reason why the latter Han Dynasty collapsed and declined. As for the handling of affairs, weighing reasoning, making changes, and offering loyal advice without reservation, that is the responsibility of Guo Youzhi, Fei Yi, Dong Yun, and others. I hope that Your Majesty will give me the task of crushing the traitors and reviving the Han Dynasty, and if I fail to accomplish it, please punish me to console the spirit of the late Emperor in heaven. If there are no faithful words to exhort Your Majesty to proclaim the Holy Virtue, please expose their faults by chastising Guo Youzhi, Fei Yi, Dong Yun and others for their laziness; Your Majesty yourself should also seriously consider the state affairs, enquire about good ways to govern the country, listen to the right opinions, and y remembrance the edicts bequeathed by the late Emperor. (If this can be done,) I shall be grateful for the favor.
