(1) resorts, theaters, video halls (rooms), concert halls, music halls, song and dance halls (venues), karaoke halls, amusement rooms, chess and card rooms, billiard rooms, amusement parks, electronic game rooms, and other places of public **** recreation;
(2) stadiums (halls), swimming pools (venues), skating rinks , racecourses, gyms, bowling alleys, golf courses, shooting ranges and other public **** sports venues;
(c) hot pot restaurants, cafes, wine bar, oxygen bar, beauty salons, saunas, teahouses (buildings, workshops) and other public **** food and beverage service establishments;
(d) clubs, cultural palaces (pavilions), youth centers and other public **** cultural venues;
(e) Scenic tourist areas, parks and other public **** excursion places;
(F) bus stations, docks, railway stations and civil airports and other squares;
(G) trade, labor, talent, securities and other trading markets;
(H) the holding of temple fairs, mountain fairs, and other venues;
(IX) the holding of flower fairs, lantern fairs, and large-scale ordering, exhibitions (sales) will be held, trade fairs, Sports competitions, cultural and artistic performances and other activities (including outdoor film and television drama filming sites);
(j) the sale or lease of books, audio-visual products, electronic publications of the professional market;
(k) laws and regulations or the municipal people's government decided that should be included in the public security management of the other public **** place.
The Ordinance shall apply to the public security management of the public **** places stipulated in the preceding paragraph which are operated externally within the unit.
The security management of the hotel industry, in accordance with the relevant provisions. Article 3 the city and district (city) county public security organs are the city's public **** place of public security management of the competent authorities.
Industrial and commercial administration, culture, sports, press and publication, environmental protection, health, transportation, radio and television, urban construction and urban management departments, should be in accordance with their respective responsibilities in collaboration with the public security organs to implement these regulations. Article IV citizens in the public **** place activities, shall comply with laws, rules and regulations.
Citizens of the public **** place to report illegal and criminal behavior, protected by law. Chapter II Law and Order Management Article 5 The daily law and order management of public **** places shall be the responsibility of the public security police station where it is located. Article 6 public security officers shall take the initiative to show their credentials when carrying out public security management of public **** places.
People in public **** places shall not refuse or obstruct public security personnel in the performance of their official duties in accordance with the law.
The public security organs found that the public **** places have hidden insecurity, should be timely to the legal representative of the public **** places, the main person in charge of the rectification proposal, the hidden insecurity and other serious problems, ordered on the spot correction or deadline for correction. Article 7 public **** premises shall meet the following safety requirements:
(1) the building and facilities should be in line with the relevant safety specifications, entrances, exits and evacuation routes are clearly marked, in line with the safety requirements;
(2) fire protection facilities set up in line with the relevant fire protection laws, rules and regulations;
(3) adequate lighting equipment and emergency facilities to cope with sudden blackouts, electrical equipment meets the safety standards. Emergency facilities, electrical equipment in line with safety standards;
(4) water activities must be equipped with rescue facilities and qualified ambulance personnel;
(5) ticket office, accounting room, engine room, garage, broadcasting room, power distribution room, boiler room, warehouse, storage of valuables, storage, etc., in accordance with the provisions of the configuration of the safety and technical precautionary facilities;
(6) other Laws, regulations and rules of public **** premises should have the security conditions. Article VIII apply for the opening of the Regulations Article II, paragraph 1 (a), (b), (c) listed in the public **** place meets the conditions set out in Article VII, shall hold the relevant approval documents, to the local public security organs at or above the county level to submit an application for authorization by the public security organs to examine the issue of "public security management license".
The public **** places listed in the preceding paragraph are approved to cease business, suspend business, change business, relocation, name change, increase business projects or change of legal representatives, shall be in the foregoing matters within thirty days from the date of occurrence of the public security organs for the original issuance of the license for cancellation or change procedures. The Public Security Administration License shall be validated once a year. Article IX of these Regulations, Article 2, paragraph 1 (9) of one of the contents listed, the host or organizer shall be held fifteen days before the event, with the public security work plan and its security responsibility with the host venue to the Municipal Public Security Bureau to apply for security review. The Municipal Public Security Bureau shall make a written decision of approval or disapproval within seven days after receiving the application and notify the organizer or contractor. Late notification shall be deemed approval.
Approved to hold the event host or organizer shall cooperate with the public security organs to do a good job of security. Article 10 The manager or operator of a public **** place shall comply with the following regulations:
(1) Where electrical equipment is temporarily added, corresponding safety measures shall be taken;
(2) Places with a limited number of people shall not be operated with more than one person;
(3) Dangerous road sections and parts of the place shall be equipped with guardrails and other safety facilities;
(4) Visitors, patrons, and spectators who are prohibited from Access to the area, a clear sign should be set up;
(e) sound equipment sound level must be in line with the permissible standards of environmental noise in the region.
