In order to actively create a healthy life for the nation's friends of mental rehabilitation and to show the effectiveness of rehabilitation in general, the Ministry of Health and Welfare commissioned the Ministry of Health and Welfare's Bali Sanatorium to hold the 28th National Rehabilitation Friends Phoenix Cup Games on September 5, 2008, at the University of Truth and Reconstruction. The 28th National Rehabilitation Friends Phoenix Cup Games was held at Truth University on September 5, 2008. Municipalities, counties (cities), health bureaus, psychiatric medical institutions, mental rehabilitation organizations, and rehabilitation friends associations were invited to participate in the event, which featured 33 teams, with a total of 1,203 rehabilitated patients, and demonstrated the achievements of the Friends of Rehabilitation in medical treatment and rehabilitation.

The theme of this year's Games is "Phoenix 8 Miles of Hope".
Zhang Jiexin, director of the Bali Sanatorium of the Ministry of Health and Welfare, pointed out that the National Phoenix Cup Games is a large-scale sports event with more than 1,000 mentally challenged patients across the country, where players from different counties and cities can take this opportunity to exchange ideas and learn from each other, and it is also a national stage for mentally challenged people to show the results of their rehabilitation in the road to recovery.
This year, the hospital held the National Phoenix Cup Games, and the theme of the conference was "Phoenix soaring Bali hopeful", hoping that through the Bali Sanatorium for the Games like a phoenix spreading its wings and soaring, so that we can make our friends of the rehabilitation full of hope. It is also hoped that the general public, after seeing the healthy and energetic side of people with mental retardation through participation in multi-functional treatment and rehabilitation, will reverse the stigmatizing labels and accept friends of recovery with a positive and open attitude.
