Regulations on the protection of Daur folk traditional culture in Molidawa Daur Autonomous Banner

Article 1 In order to protect, rescue, excavate, inherit and carry forward the traditional folk culture of the Daur nationality, cultivate the national cultural industry, and promote the coordinated development of economy and society, according to the People's Republic of China (PRC) Law on Regional National Autonomy, the People's Republic of China (PRC) Law on Intangible Cultural Heritage, the People's Republic of China (PRC) Law on the Protection of National Cultural Relics and other relevant laws and regulations, combined with the Daur nationality in Molidawa, article 2 The traditional folk culture of the Daur nationality is an organic part of the traditional culture of China, which embodies the Daur nationality.

The traditional folk culture of Daur nationality as mentioned in these Regulations includes:

(1) Daur language;

(2) traditional oral literature;

(3) Traditional performing arts, music, dance, fine arts and sculpture, including Ruzigler, Wuchun, Zandale and Mukulian;

(4) Traditional medicine and medical skills;

(5) Traditional etiquette, festivals and celebrations, including Ani, Kaqin, Kuduli and Bao Bo festivals.

(six) traditional sports, chess, entertainment and other folk activities, including wide back, deer chess, archery, wrestling, neck strength and so on. ;

(seven) traditional handicraft skills and production skills;

(8) Outstanding cultural connotations and forms in primitive religious activities;

(9) The original materials, objects and places related to the above eight items, including the production and living places, utensils, meals, etc. reflecting the Daur folk customs;

(ten) in the long-term fishing and hunting production and life, the traditional culture and customs related to it;

(eleven) the names of towns, villages, rivers, mountains, lakes and other natural and cultural landscapes with historical significance and cultural connotation in the Autonomous Banner;

(twelve) genealogy, inscriptions, patterns, pictures, manuscripts, etc. It has historical and cultural value;

(thirteen) other forms of expression of Daur folk traditional culture. Article 3 Citizens, legal persons and other organizations within the administrative area of Autonomous Banner shall abide by these regulations. Article 4 The cultural administrative department of the Autonomous Banner People's Government shall be responsible for the protection and management of the traditional folk culture of Daur people within its administrative area. Article 5 The protection of traditional Daur folk culture adheres to the principle of government leading and the participation of the whole society. Adhere to the principles of giving priority to protection, in-depth excavation, rational utilization and inheritance and development. Article 6 The people's government of Autonomous Banner shall incorporate the protection and inheritance of national and folk traditional culture into the national economic and social development plan. Establish special protection institutions to promote the protection and inheritance of Daur folk traditional culture. Article 7 The People's Government of Autonomous Banner shall include the funds for Daur folk traditional culture in the fiscal budget at the corresponding level for the following projects:

(a) overview of Daur folk traditional culture;

(two) the excavation and rescue of the endangered Daur folk traditional culture;

(3) Inheritance and dissemination of traditional folk culture of Daur nationality;

(4) Research on major projects of Daur folk traditional culture;

(5) Collecting and purchasing precious materials and objects of Daur folk traditional culture;

(six) publicity and education of Daur folk traditional culture;

(seven) to provide financial assistance to units and individuals engaged in the protection and inheritance of Daur traditional folk culture;

(eight) other major issues involving the protection and inheritance of Daur folk traditional culture. Article 8 Autonomous Banner encourages and supports social groups, enterprises, institutions, individuals and other social forces to participate in the protection and inheritance of Daur folk traditional culture. Article 9 Autonomous Banner strengthens the construction of teams engaged in the protection of traditional folk culture of Daur nationality, cultivates all kinds of professionals for the protection, research and inheritance of traditional folk culture of Daur nationality, and supports representative inheritors and representative inheritors to carry out the inheritance activities of traditional folk culture of Daur nationality. Article 10 The People's Government of Autonomous Banner shall commend and reward the units and individuals that have made remarkable achievements in protecting the traditional folk culture of Daur nationality. Article 11 The cultural administrative department of Autonomous Banner shall conduct a general survey, confirmation and registration of the traditional folk culture of Daur nationality within the territory of Autonomous Banner, and record, archive and put on record the traditional folk culture of Daur nationality in a true, systematic and comprehensive way through words, audio recording, video recording and digital multimedia. Article 12 The relevant departments of the Autonomous Banner People's Government and the Daur Research Association and other social organizations shall, according to their respective functions and duties, do a good job in the protection of national and folk traditional culture. Strengthen the exchange and cooperation of traditional Daur folk culture, and protect and develop traditional Daur folk culture. Article 13 The People's Government of Autonomous Banner shall delimit the scope of protection, make signs, establish special files and take effective measures to protect the buildings, places, relics and appendages involved in Daur intangible cultural heritage projects listed in the list of representative projects of intangible cultural heritage of the state and the autonomous region. Fourteenth Autonomous Banner People's Government shall establish the identification and naming system of representative inheritors and representative inheritors of Daur folk traditional culture.

The application for naming the representative inheritor and representative inheritor of Daur folk traditional culture shall be publicized in the media to solicit the opinions of the public, relevant departments, social organizations, experts and scholars. Representative inheritors and representative inheritors shall be announced to the public within fifteen days after they are named.
