Chapter I. General Provisions
Article 1 In order to regulate the management and services of urban parks and squares, improve the urban ecology and human environment, combined with the actual situation in the city, the formulation of these regulations.

Article 3 of the urban management department is responsible for the supervision and management of urban parks and squares; other relevant administrative departments in accordance with their respective responsibilities, to do a good job in the management of urban parks and squares and services related work.
City parks, squares management organization (hereinafter referred to as the management organization) is responsible for the daily management of urban parks, squares and services. City parks, squares by the city, county (city, district) people's government designated or through the purchase of social services and other ways to determine the management organization.
Article 4 of the city parks, squares, the implementation of directory and classification and hierarchical management. Chapter II Management and Services
Article 6 management bodies shall perform the following duties:
(1) establish and improve the management system of urban parks and squares;
(2) formulate emergency response plans for emergencies and disaster prevention and avoidance plans;
(3) be responsible for the safety and management, sanitation and cleaning, landscaping, plant and animal protection, and the order of excursion Maintenance;
(4) management and maintenance of urban parks, squares, recreation, services, public, fitness, cultural and other facilities and landscapes;
(5) management and standardization of urban parks, squares, recreation, fitness, culture and entertainment and commercial support services and other activities;

Article 7 of the urban parks, squares, sanitation, landscape management shall meet the following requirements:

Article VIII of the city parks, squares, safety management should meet the following requirements:
(1) regular maintenance of amusement facilities to ensure safe operation;

(3) regular organization of emergency response drills. In the event of emergencies, in accordance with the emergency plan to take emergency measures, and report to the relevant administrative departments;

(e) scientific and reasonable setup of video surveillance and lighting, broadcasting facilities.
Article 9 of the urban and rural planning departments of the people's governments of cities and counties shall, in accordance with the overall urban planning, in conjunction with the urban management, land and resources, and other administrative departments to prepare special planning for urban parks and plazas, the special planning shall be subject to demonstration, hearings and other means of soliciting the views of experts and the public.
Special planning for urban parks and squares is not approved by the legal process, any unit or individual shall not change without authorization.
Article 10 of the planning of urban parks, squares, construction sites, any unit or individual shall not be occupied without authorization or change the nature of its land.
Because of major infrastructure construction, key construction projects, major urban disaster prevention and relief project construction, etc., need to temporarily occupy urban parks, plazas, the construction unit shall seek the views of the urban management department, and in accordance with the relevant provisions of the temporary land formalities; temporary land expires, it should be restored to its original state.

The height, color, shape and volume of new, altered and expanded buildings (structures) around urban parks shall be coordinated with the park landscape.
Article XII of the city parks, plazas supporting services, facilities and venues should be set up in accordance with the approved city parks, plazas, special planning and relevant standards and norms. City parks and squares management rooms shall not be used for business.
It is prohibited to operate private clubs, dance halls and other programs prohibited by laws and regulations in urban parks and squares.
Article XIII of any unit or individual shall not be unauthorized in the city parks and squares to organize profit-making promotional activities.
Temporary public interest exhibitions and promotional activities should be held in line with the safety management and other relevant regulations, and signed an agreement with the management body, in the agreed scope and time, shall not damage the city parks, squares, landscape and facilities, shall not affect the normal order. Article 14 prohibits the burning of debris and substances producing poisonous and harmful gases in urban parks and squares, and prohibits the dumping or throwing of wastes or the discharge of sewage, waste water, exhaust gases and soot into urban parks and squares.
Article 15 in the city parks, squares to carry out all kinds of sports and fitness, cultural and recreational activities should be carried out in the specified time and area, the noise generated shall not exceed the regional environmental noise emission standards.
