Liu Xuehua was born in Beijing. She moved to Hong Kong with her family at the age of 5 and grew up in Hong Kong. Her father, a graduate of the University of Shanghai, was a strict disciplinarian who demanded that his five children be good at their craft. As a result, Liu Xuehua began to study Chinese painting at the age of 12, and her paintings are full of strong personal colors.

In 1978, Liu Xuehua was admitted to the Great Wall Film Company. Because of her father's traditional beliefs, Liu Xuehua was persuaded by her best friend Lin Chuchu to enter the acting industry.
