Beijing Entry-Exit Inspection and Quarantine Bureau has 9 international laboratories in food safety, animals and plants, mad cow disease, machinery and electronics, textiles, toys, medicine and metals. Among them, the State Key Laboratory of Avian Influenza Detection, the State Key Laboratory of Mad Cow Disease Detection, the State Key Laboratory of AIDS Detection and the State Key Laboratory of Food Safety Detection have passed the acceptance of AQSIQ. The General Administration of Quality Supervision, Inspection and Quarantine has listed eight testing laboratories, including cashmere and its products, toys, equine diseases, information technology, plant propagation materials, mobile communication equipment, biological safety and medical media, as the planned national key laboratories. Six laboratories, including food and cosmetics testing center laboratory, metal and metal material testing center laboratory, aquatic animal disease testing center laboratory, animal inspection and quarantine center laboratory, plant quarantine center laboratory and tuberculosis testing center laboratory, have been listed as regional testing laboratories by AQSIQ. These laboratories have passed the laboratory accreditation and metrological certification, which not only provide technical support for inspection and quarantine, but also issue inspection reports for relevant government departments and entrusted units. The Key Laboratory of Mad Cow Disease Detection is the only laboratory established by AQSIQ in the national inspection and quarantine system. The AIDS testing laboratory is one of the first AIDS confirmation laboratories in China and the only AIDS confirmation center laboratory in the national quality inspection system.
The laboratory has a number of international advanced scientific research and testing equipment, mainly including liquid chromatography-linear ion trap/electrostatic field orbital trap combined mass spectrometer, liquid chromatography-triple quadrupole mass spectrometer, gas chromatography-triple quadrupole mass spectrometer and so on. In addition, the Capital International Airport and West Railway Station are equipped with infrared temperature monitors, baggage inspection X-ray machines, nuclear and biochemical detectors, channel-type on-board nuclear radiation monitoring systems, channel-type pedestrian nuclear radiation monitoring systems, and vehicle-mounted mobile nuclear radiation systems. The International Travel Health Center is equipped with a complete set of personnel health examination equipment, mainly including automatic biochemical analyzer, automatic biochemical immune detector, flow cytometer, color ultrasonic diagnostic instrument, automatic blood ball meter and so on.
Beijing Entry-Exit Inspection and Quarantine Bureau has actively promoted the "great customs clearance" work, vigorously promoted the informatization construction, built an information optical fiber network centered on the bureau and radiating all branches and workplaces, and established the "Three Electricity Projects" with "electronic declaration, electronic supervision and electronic release" as the core, as well as the "centralized audit, rapid nuclear release" and "green channel" systems, which have provided convenience for import and export enterprises and the export-oriented economic development of the capital.
In order to meet the requirements of China's accession to the World Trade Organization, Beijing Entry-Exit Inspection and Quarantine Bureau has actively explored the reform of inspection and quarantine supervision mode, moved the supervision work to the production process, paid attention to the management of production sources and key links, actively promoted enterprises to establish and improve the quality management system, improved product quality and management level, and accelerated the implementation of classified management of export enterprises and inspection-free system for export commodities. Actively help export food enterprises to apply for foreign registration, accept foreign official registration inspection, and successively accept official registration inspection of the United States, the European Union, Japan and other countries, so that enterprises can obtain access permission from importing countries.
