I. Selection of objects and conditions
(a) transferring objects
1. Full-time undergraduate and above graduates of national colleges and universities in 2008 (excluding oriented students and entrusted students);
2. Overseas graduates with bachelor's degree or above recognized by the state in 2008;
3. Volunteers who have served in Chongqing and passed the examination, have served for 1 year or above by the end of August 2008, and have full-time undergraduate degree or above in national colleges and universities;
4. Persons who have worked for 2 years or more at the end of August 2008, have a full-time undergraduate degree or above in national ordinary colleges and universities, and are engaged in teaching, supporting agriculture, supporting medicine and helping the poor in Chongqing (hereinafter referred to as "three supports and one support") and have passed the examination.
(b) Selection conditions
1. China nationality, good ideological and political quality, support the party's line, principles and policies;
2. Interested in party and government work, with strong hard-working spirit and organization and coordination ability, and great development potential;
3. Excellent academic performance. As of July 3, 2008, Kloc-0/day, fresh graduates must obtain graduation certificates and degree certificates (other applicants must have obtained graduation certificates and degree certificates when applying for the exam);
4. At the time of registration, undergraduate graduates should be in party member (including preparing for party member) or have served as class and above student cadres during their college years;
5. As of July 3, 2008, undergraduate graduates were under the age of 25 (born after July 3, 1983), and graduates from western planning, Chongqing planning and "three supports and one support" colleges were under the age of 28 (graduate students were under the age of1June 3, 1980).
6. Physical and mental health, in line with the physical examination requirements for hiring civil servants;
7. No disciplinary action was taken during school;
8. Other conditions prescribed by law.
Second, the transfer quota
In 2008, the number of transfers in the whole city was 400 (see Annex 1 for specific transfers in all districts and counties).
Third, select the program.
(1) Registration and prequalification
Each applicant only applies to one district/county (autonomous county). Candidates applying for Wanzhou District must be majoring in urban planning or chemical engineering. Candidates who apply for other counties (autonomous counties) are not limited by the professional needs of counties, but under the same conditions, priority is given to professional candidates required by counties (autonomous counties).
Applicants for local colleges and universities shall go to the Organization Department of the Party Committee or the Student Affairs Office (volunteers for the Western Plan will go to the Propaganda Department of the Communist Youth League Committee, and the "Three Supports and One Support" personnel will go to the Talent Flow Development Department of the Municipal Personnel Bureau) before February 30, 2007 with the "Application Form for Selected Graduates in Chongqing in 2008" signed by the Ministry (institute) and stamped with the official seal. The "2008 Selected Graduates Registration Form" for qualified personnel in the preliminary examination shall be kept by the Organization Department of the Party Committee of the school or the Student Office (the volunteers of the Western Plan shall be kept by the Propaganda Department of the Communist Youth League Committee, and the "Three Supports and One Support" personnel shall be kept by the Talent Flow Development Department of the Municipal Personnel Bureau). On June 3rd, 2008, candidates from universities outside the city went to chongqing technology and business university for preliminary qualification examination with the "Application Form for Selected Graduates in Chongqing in 2008" signed by the school and stamped with the official seal (the specific location was announced on the Chongqing Leading Cadres Examination Network before February 29th, 2007). 50 yuan (Western Plan and Chongqing Plan volunteer in the Youth League Committee, "Three Supports and One Support" staff in the Municipal Personnel Bureau, and applicants from universities outside the city in the preliminary qualification examination site), with a total of two subjects 100 yuan. After the payment is completed, the staff will assign each applicant a registration number and password. The applicant shall log in to the online registration system with the registration number and password before June 5, 2008, fill in the registration information truthfully and upload the recent electronic registration photos as required (see Annex 3 for the format requirements). If the registration information is not filled in according to the specified time and requirements, and the uploaded electronic registration photos do not conform to the specified format, the consequences will be borne by the applicant himself. If I can't be present, I can entrust others to accept the preliminary qualification examination with relevant materials and pay the written examination fee.
On June 25th, 2008, applicants from universities in the city went to the Organization Department of the Party Committee or the Student Office of the university where they were located to get the admission ticket (Western Plan and Chongqing Plan volunteered in the Propaganda Department of the Communist Youth League Committee, the "Three Supports and One Support" personnel were in the Talent Flow Development Department of the Municipal Personnel Bureau, and the place for applicants from universities outside the city was announced on June 22nd, 2008 on the Chongqing Leading Cadres Examination Network). If I can't be there, I can entrust someone else to pick it up. In addition to providing the copy of the client's ID card and the receipt of the examination fee, the client must also provide the original and copy of his ID card. The admission ticket is one of the necessary documents for applicants to participate in written examination, interview and physical examination. Please take good care of it.
Applicants who enjoy the national minimum living guarantee for urban families can reduce the written test fee by the certificate and subsistence allowance (photocopy) issued by the civil affairs department at or above the county level where their families are located, and the written test fee can be reduced by the applicant from the rural absolutely poor family by the poverty certificate and file card (photocopy) issued by the poverty relief office at or above the county level where their families are located. Applicants from colleges and universities in the city will hand over the above materials to the Organization Department of the Party Committee of the school or the Student Office (the Western Plan and Chongqing Plan volunteer to hand over to the Propaganda Department of the Communist Youth League Committee, and the "three supports and one support" personnel will hand over to the Talent Flow Development Department of the Municipal Personnel Bureau), and the school (the Communist Youth League Committee and the Municipal Personnel Bureau) will hand over the above materials to the Organization Department of the Municipal Party Committee for unified relief procedures; Applicants from colleges and universities outside the city will submit the above materials to the on-site staff, and the on-site staff will go through the formalities of reduction and exemption.
The application procedures for local graduates with full-time bachelor degree or above in 2008 in military academies in this city (excluding oriented students and entrusted students) shall be handled in accordance with the relevant provisions of applicants from universities outside the city.
(2) written test. The written test time is tentatively scheduled for June 5438+1October 29th, 2008. See the admission ticket for details. The written test is conducted in the form of a closed book. The written test subjects are comprehensive knowledge and application (the written test does not specify review materials, and the examination outline is published on the Chongqing Leading Cadres Examination Network). The score of each subject is 100, and the total score of two subjects is more than 120. Among those who pass the written test, the interviewer will be determined from high score to low score according to the ratio of 1︰3 to the number of selected places in each district and county (if the last written test score is tied, the interviewer will enter the interview at the same time).
(3) interview. The interview is organized by the Organization Department of the Municipal Party Committee. Focus on testing the interviewer's comprehensive analysis ability, language expression ability, organization and coordination ability, manners and so on. Interview candidates and specific interview methods were published in Chongqing leading cadre examination network before February 25, 2008. Interview score 100, 60 points or above is qualified. The interview results were announced on the spot.
Among those who have passed the interview, inspectors shall be determined according to a certain difference with the recruitment quota of districts and counties (autonomous counties). Specifically: if the number of employees is 10 or less, the difference is1; If the employment quota is 1 1 to 20, the difference is 2; If the number of employment places is 2 1 or above, the difference is 3. Each subject is determined according to its comprehensive score from high to low (the calculation method of comprehensive score is: written test score ÷2×60%+ interview score ×40%). If the final comprehensive score is tied, it will be included in the investigation.
(4) inspection and qualification examination. On-the-spot investigation and qualification review of subjects, focusing on political thought, academic performance, realistic performance, law-abiding and so on. On the basis of investigation, combined with the written interview results, the physical examination personnel are determined in equal amounts. Under the same conditions, priority will be given to the volunteers of the Western Plan and Chongqing Plan, the "three supports and one support" personnel, the applicants for the majors specified by the counties (autonomous counties), the personnel with a secondary education in party member, a higher education level and a higher position as a student cadre. At the same time, the qualifications of the subjects were reviewed, and the electronic photos submitted at the time of registration were checked with me.
(5) physical examination. According to the General Standard of Civil Servant Physical Examination (for Trial Implementation) (People's Republic of China (PRC) Ministry [2005]1No.), the Operation Manual of Civil Servant Physical Examination (for Trial Implementation) and the relevant regulations of our city, organize physical examination.
(6) publicity. For those who pass the medical examination, the organization department of the municipal party Committee will determine the list of persons to be employed according to the procedures, and publicize it on the Chongqing leading cadre examination network for 7 days.
(7) signing an agreement. If there is no objection, the Distribution Agreement of Chongqing Selected Graduates in 2008 will be signed.
(8) adjustment. In the recruitment stage, if there are vacancies due to inspection, physical examination and other reasons, the qualified personnel who are included in the inspection objects of districts and counties (autonomous counties) will be adjusted. County (Autonomous County) investigation object did not reach the county (Autonomous County) admission quota, in the interview qualified and reported to the adjustment of personnel. If the above-mentioned personnel cannot meet the adjustment needs, the organization department of the municipal party Committee shall separately determine the adjustment methods.
Four. any other business
Excellent university graduates are assigned to work in towns (streets) in principle. Excellent university graduates who have graduated from law major and passed the national unified judicial examination can be assigned to work in the courts and procuratorates of counties (autonomous counties) according to their work needs. The new Selected Graduates will have a one-year probation period. Those who pass the examination after the probation period shall go through the formalities of regularization and grading. If he fails, he will be disqualified.
