Chapter I General Provisions
Article 1 The Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and the relevant provisions of the Ministry of Education and the Department of Education in order to standardize the enrollment of college students and ensure fair, just and open selection of students who meet the training requirements.
Article 2 These Articles of Association are applicable to Hunan Vocational College of Industry and Commerce in 2020.
Chapter II General Situation of College

Article 10 General situation of the college: Hunan Vocational College of Industry and Commerce is a comprehensive full-time ordinary college approved by the Hunan Provincial People's Government and filed by the Ministry of Education. The College is located in Hengyang City, the second largest city in Hunan Province and one of the four ancient Chinese academies, with Xiushui Xiangjiang River in the east and Nanyue Temple in the north. Campus planning area 1000 mu, construction area of 270,000 square meters. The school has a beautiful environment, tall and straight buildings, lush forests and bamboos, and lush green grass.
With the aim of "developing the school with quality and strengthening the school with characteristics" and adhering to the school motto of "cultivating ability, application and innovation in Mingde", the college has created an "industrial and commercial" brand. Our college is composed of engineering college, business college, education college and medical college, with 3/kloc-0 majors, covering five disciplines: literature, science, engineering, management and economics.
The college runs schools by experts and has established a team of full-time and part-time teachers with "double-qualified" teachers as the main body and senior professors as the core, which provides a strong guarantee for the improvement of teaching quality and scientific management of the college. In recent years, the college has invested millions of yuan every year in the construction of teaching staff, training and introducing academic leaders and "double-qualified" backbone teachers. A team of full-time teachers with reasonable specialty, professional title and age structure, unity, pragmatism and enterprising has been built.
The college actively innovates the road of running a school with characteristics, adopts the mode of "combination of production and learning, school-enterprise cooperation", implements the dual-certificate system of "academic certificate" and "professional qualification certificate", actively promotes the "order-based" talent training mode, creates "zero distance" employment, and trains high-quality and high-skilled compound talents for the society.
The college attaches great importance to employment and has set up employment liaison offices in the Pearl River Delta, Yangtze River Delta and Beijing-Tianjin region. Over the years, the resettlement work has satisfied employers, parents and students. Since its establishment, it has sent tens of thousands of useful talents to the society.
Chapter III Enrollment Institutions, Majors, Number of Programs and Fees
Article 11 Enrollment Organization: The Admissions Committee of colleges and universities is the leading and decision-making body for enrollment work, with the president as the director and the vice president in charge of enrollment as the executive deputy director. College Admissions Office is a permanent organization that organizes and implements enrollment and related work, and is specifically responsible for the daily work of enrollment.
Article 12 Enrollment Major and Planned Number: With the approval of the Ministry of Education, the college plans to enroll 3,200 students in higher vocational colleges (junior college) in 2020, with 3 1 major (see the enrollment major table for details). The enrollment majors and plans of all provinces (autonomous regions and municipalities directly under the Central Government) can be found in the recruitment information released by the provincial admissions (education) examination institutes.

All provinces (autonomous regions and municipalities directly under the central government) enrollment organization code and enrollment batch shall be subject to the publication of local recruitment information.
Article 13 Fees: The College strictly implements the fees approved by Hunan Provincial Department of Education, Department of Finance and Price Bureau.
Students who drop out of school or finish their studies ahead of schedule for just reasons shall, with the consent of the college, go through the refund and related procedures according to the relevant provisions of the higher education administrative department.
Chapter IV Records
Article 14 Admission principle: Take fairness, justice and openness as the principle, and choose the best admission from high score to low score.
1. Transfer ratio: The transfer ratio is determined according to the enrollment plan of our school in various provinces (autonomous regions and municipalities directly under the Central Government) and the situation of students in each province.
2. In the case that the number of the first volunteers in the same batch of admission control lines is insufficient, the college agrees to accept the follow-up volunteer candidates sorted by the second and third volunteers or parallel volunteer by the provincial recruitment office, and enroll them from high score to low score according to the candidates' scores, without setting a grade difference.
3. Handling of candidates with extra points: Candidates with extra points according to the policy will be treated according to the score after extra points.
4. Ways to arrange candidates' majors: First, it conforms to the principle of voluntary priority. Candidates with the same volunteers (all volunteers in parallel volunteer are regarded as the same volunteers) are assigned majors according to the principle of giving priority to scores. The college will arrange candidates whose professional plans are full and willing to obey the professional adjustment.
5. Foreign language requirements: all majors are not limited to foreign languages, and public foreign languages will be unified into English after enrollment.
6. Ratio of male to female students: There is no requirement for the ratio of male to female students in all majors of the college.
Chapter V Admission, Scholarships and Loans and Academic Certificates
Article 15 Admission qualification: According to the relevant regulations, freshmen who fail to register within the time limit without the consent of the college shall be deemed to have given up their admission qualification automatically. Within three months of admission, the college will conduct a comprehensive review of freshmen. Those who fail the second interview will be disqualified. During school, once students who cheat in the college entrance examination are found, the college will deal with them in accordance with relevant state regulations and return them to their original places.
Sixteenth measures for the administration of scholarships and grants for poor students:
1. According to the relevant national funding policies, students at school can enjoy: a national scholarship of 8,000 yuan/year; The national inspirational scholarship is 5000 yuan/year. State grants are divided into three grades: first-class grants of 4,000 yuan/year, second-class grants of 3,000 yuan/year and third-class grants of 2,000 yuan/year.
2. According to the relevant national student loan policy, freshmen with financial difficulties who entered the school in that year can apply for student-origin credit student loan in the student financial assistance management center affiliated to the education administrative department of the student origin. In principle, student loans should not exceed 8,000 yuan per student per year.
Article 17 Academic Certificate: Students who have completed all the courses specified in the teaching plan with qualified grades and meet the graduation requirements are awarded the graduation certificate of Hunan Industrial and Commercial Vocational College electronically registered by the Ministry of Education. The certificate type is "General Higher Education Diploma".
Chapter VI Supervision and Others
Article 18 supervision mechanism: the discipline inspection and supervision department of the college participates in and supervises the whole enrollment process, and the supervision telephone number is 0734-8593338.
Article 19 solemnly declare that the college has never entrusted any intermediary agency or individual to handle enrollment matters. Please contact the College Admissions Office directly for enrollment matters.
Article 20 In order to safeguard the interests of candidates, candidates are requested to keep the telephone open during the admission period so as to facilitate timely communication between the college and candidates.
