Abandoned babies and children who can't find their biological parents here refer to newborn babies abandoned by their parents and other minors under the age of 14. People who abandon babies and children are usually biological parents or adoptive parents. Abandoned babies and children as adoptees should be based on the premise that their parents can't find them;
3. Children whose parents have special difficulties and are unable to support them. Whether the biological parents have special difficulties and are unable to support them can not be listed in law, but can only be determined according to the specific circumstances of the parties. Generally speaking, parents who are unable or unfit to raise their children due to financial difficulties, serious illness, loss of civil capacity and other reasons can be regarded as having special difficulties and unable to raise their children.
