WHO Director-General Margaret Chan delivered a speech at the meeting. She pointed out that the world today faces three major crises: food shortage, climate change and influenza epidemic, all of which pose a serious threat to human health. She called on Member States to take effective measures quickly, increase investment in human and institutional capacity building of health systems and health information and service systems, and improve the coverage of health services, especially the accessibility of vulnerable groups, so as to ensure that the health-related Millennium Development Goals can be achieved as scheduled.
The theme of the general debate of this session of the General Assembly is "Health-related Millennium Development Goals". The main topics of the meeting include: prevention of influenza, eradication of smallpox and polio, implementation of the International Health Regulations (2005), control of non-communicable diseases, public health and intellectual property rights, global immunization strategy, harmful use of alcohol, counterfeit medical products, etc. The meeting * * * considered more than 40 health technical and administrative financial issues and adopted 265,438+0 resolutions, covering public health, innovation and intellectual property rights, global immunization strategy, health-related Millennium Development Goals, non-communicable disease control, climate change and health, and migrant health.
The Global Strategy and Action Plan on Public Health, Innovation and Intellectual Property puts forward the framework of giving priority to and actively advocating R&D needs, building and strengthening innovation capacity, encouraging technology transfer, using intellectual property rights to stimulate innovation and improve public health, establishing a sustainable financing mechanism, and establishing a monitoring and reporting system, as well as actions, main participants and timetables that need to be taken in various related fields.
The global immunization strategy puts forward some strategic measures, such as introducing new vaccines and technologies in time, expanding vaccination coverage, combining planned immunization with monitoring, and how to protect human health through planned immunization under the situation of global integration.
The Action Plan for the Control of Non-communicable Diseases encourages countries to formulate and strengthen national policies and plans for the prevention and control of non-communicable diseases, reduce the risk factors of non-communicable diseases through interventions such as tobacco control, alcohol restriction, healthy diet and physical exercise, strengthen research on the prevention and control of non-communicable diseases, monitor the risk factors of non-communicable diseases, and evaluate national, regional and global measures for the prevention and control of non-communicable diseases.
The resolution on climate change and health requires the Director-General to cooperate with relevant international organizations, participate in activities related to the United Nations Framework Convention on Climate Change, improve the ability to assess the impact of climate change on human health, and promote relevant research and pilot projects. Member States are urged to formulate relevant health measures and incorporate them into national climate change master plans, monitor and reduce the impact of climate change on public health, and effectively participate in cooperation activities of relevant departments at the national and global levels.
