Article 4 The people's governments of cities and counties (districts) shall be responsible for the organization and implementation of these Regulations, establish a dog management coordination mechanism led by the comprehensive law enforcement department of urban management, with the participation of public security, agriculture and rural areas, market supervision, health and other relevant departments, organize, guide and supervise dog management, coordinate and solve major problems in dog management, and include the funds needed for dog management such as personnel, technology, equipment and kennels in the government budget.
The comprehensive law enforcement department of urban management is the competent department of dog management within its jurisdiction. Other relevant administrative departments shall be responsible for the relevant supervision and management within the scope of their respective duties.
The township (town) people's government and neighborhood offices (communities) shall cooperate with the dog management. Article 5 Urban management comprehensive law enforcement, public security, agriculture and rural areas, market supervision, health and other departments shall timely input the dog management related information formed in the process of performing their duties into the dog management service electronic information system, so as to realize unified management system, management information sharing and smooth service channels. Article 6 The neighborhood (village) committee shall assist the relevant departments to do a good job in dog management, and may incorporate the dog management obligation into the residents' convention or village rules and regulations in light of local conditions, and supervise the implementation.
The owners' congress or owners' committee and the realty service enterprise shall collect relevant information about raising dogs in the realty service area, discourage barking and dog wounding and other illegal dog-raising behaviors, make a good record of the information, and report to the relevant departments in a timely manner.
The owners' assembly or owners' committee has the right to require the actor to bear corresponding civil liability in accordance with laws, regulations and management regulations for the behavior of raising dogs in violation of regulations and harming the legitimate rights and interests of others. Seventh urban management comprehensive law enforcement, public security, agriculture and rural areas, market supervision, health and other dog management departments should take various forms to carry out publicity and education on dog raising according to law, civilized dog raising, scientific dog raising and rabies prevention and control knowledge.
Radio, television, newspapers, websites and other media should carry out public welfare publicity on dog-raising knowledge and guide dog owners to form good dog-raising habits. Eighth any unit or individual has the right to dissuade, report and complain about illegal dog-raising behavior.
Urban management comprehensive law enforcement, public security, agriculture and rural areas, market supervision, health and other relevant departments shall announce the way of reporting complaints to the public, accept and handle complaints from the masses in a timely manner, and inform informants and complainants of the handling situation. Chapter II Supervision and Administration Article 9 The comprehensive law enforcement department of urban management shall perform the following duties:
(a) for dog registration, issuance of intelligent dog license;
(two) to establish and maintain the dog management service electronic information system;
(three) to investigate and deal with acts that affect the city appearance and environmental sanitation;
(four) to investigate and deal with unlicensed dogs and illegal dogs;
(five) to investigate and deal with the illegal operation of dogs such as raising dogs and selling dogs on the move;
(six) responsible for the capture of stray dogs, the confiscation and delivery of dogs, the abandonment of dogs and the harmless treatment of dogs suffering from infectious diseases;
(seven) responsible for the construction and management of dog detention places;
(eight) other duties that should be performed according to law. Article 10 A public security organ shall perform the following duties:
(a) to investigate and deal with public security cases caused by dogs disturbing people and hurting people;
(two) to assist the urban management department to capture and confiscate the banned dogs;
(3) Other duties that should be performed according to law. Eleventh agricultural and rural departments shall perform the following duties:
(a) responsible for dog immunization and quarantine, establish dog immunization files, and issue animal immunization certificates and animal quarantine certificates;
(two) responsible for the implantation of dog electronic identification (electronic chip), to assist the urban management department to establish an electronic information system for dog management services;
(three) the establishment of dog epidemic monitoring network, monitoring, prevention and control of dog epidemic;
(four) in accordance with the principle of convenience for the masses, set up a reasonable dog immunization point;
(five) other duties that should be performed according to law. Article 12 The health department is responsible for the publicity and education on the prevention of rabies and other diseases, monitoring the epidemic situation of rabies patients, the person in charge of the supply, transportation, preservation and use of rabies vaccine, the diagnosis and treatment of rabies patients, and guiding the harmless treatment of dog carcasses. Thirteenth market supervision department is responsible for the supervision and management of the registration and business activities of dog breeding, sales, diagnosis and treatment, beauty and other business entities, and investigate and deal with illegal trading activities in dog trading places.
