How effective is the Basic Medical Care and Health Promotion Law?

In 2009, the "Opinions of the Central Committee of the State Council on Deepening the Reform of Medical and Health System" was issued, marking the official start of a new round of medical reform in China. 10 years later, on 20 19, 12.28, the 15th meeting of the 13th the National People's Congress Standing Committee (NPCSC) deliberated and passed the Basic Medical Care and Health Promotion Law of People's Republic of China (PRC), which indicated that there was a law of "taking the lead in overall management" in China's health field. Since the 18th National Congress of the Communist Party of China, China's health development has achieved fruitful results. In recent years, great achievements have been made in the field of health legislation, and more than 10 laws have been formulated, including the Law on the Prevention and Control of Infectious Diseases, the Law on Frontier Health and Quarantine, the Law on Maternal and Infant Health Care, the Law on Medical Practitioners, the Law on Chinese Medicine, the Law on Mental Health, the Law on Blood Donation, the Law on Drug Administration and the Law on Vaccine Administration.

Without national health, there will be no overall well-off society. 2020 is the decisive year for building a well-off society in an all-round way and the "Thirteenth Five-Year Plan". "The Basic Medical Care and Health Promotion Law is the first basic and comprehensive law in the field of medical care in China, and it is an inevitable requirement for leading and promoting the development of medical care by the rule of law, which is of great significance." Yuan Jie, director of the Administrative Law Office of the National People's Congress Standing Committee (NPCSC) Law Committee, pointed out that the formulation of the Basic Medical and Health Promotion Law is conducive to the development of medical and health undertakings, ensuring citizens' access to basic medical and health services, improving citizens' health level, strengthening the top-level design in the medical and health field, and improving the health legal system.
