The competent health departments of the people's governments at or above the county level shall implement localization and industry-wide supervision and management of the medical and health industry. The competent department of medical security of the people's government at or above the county level shall improve the ability and level of medical security supervision, strengthen the supervision and management of medical services and medical expenses included in the payment scope of the basic medical insurance fund, and ensure the rational use, safety and controllability of the basic medical insurance fund.
The health administrative department of the local people's government at or above the county level shall establish a performance evaluation system for medical and health institutions, and organize the evaluation of the service quality, medical technology, drugs and medical equipment use of medical and health institutions. The assessment should include industry organizations and the public. The evaluation results should be made public to the public in an appropriate way as an important basis for evaluating medical and health institutions and health supervision. The state protects citizens' personal health information and ensures the safety of citizens' personal health information. No organization or individual may illegally collect, use, process or transmit citizens' personal health information, or illegally buy, sell, provide or disclose citizens' personal health information.
How to strengthen cooperation between departments;
1, enhance the awareness of departmental coordination. The establishment of inter-departmental coordination and cooperation system aims at strengthening inter-departmental coordination and forming joint efforts.
2, strengthen the contact and communication between departments. When dealing with problems, such as matters within the scope of responsibilities of other departments, the competent leaders will take the lead, actively solicit opinions from relevant departments, negotiate carefully and actively cooperate.
3, standardize the coordination and management between departments. Adhere to the principle that one department is responsible for one thing. For matters that really need to be jointly managed by multiple departments, it is necessary to clarify the lead department and distinguish between primary and secondary responsibilities.

Article 88 People's governments at or above the county level shall organize health, medical security, drug supervision and management, development and reform, finance and other departments to establish communication and consultation mechanisms, strengthen system convergence and work coordination, and improve the efficiency and security level of medical and health resources.
