Regulations of Xinzhou Municipality on Promoting the Governance of Rural Human Settlements

Chapter I General Provisions Article 1 In order to strengthen the governance of rural human settlements and build an ecologically livable rural human settlements, these Regulations are formulated in accordance with the relevant provisions of laws and regulations and the actual situation of this Municipality. Article 2 These Regulations shall apply to the governance of rural human settlements and related management activities within the administrative area of this Municipality. Article 3 The governance of rural human settlements shall adhere to the principles of government-led, departmental linkage, villagers' main body, social participation, planning first, adapting to local conditions and promoting by classification. Article 4 The Municipal People's Government shall strengthen its leadership over the governance of rural human settlements within its administrative area.

County (city, district) people's governments shall organize the implementation of rural human settlements governance within their respective administrative areas.

The township (town) people's government and sub-district offices are responsible for the specific work of rural human settlements governance within their respective jurisdictions.

Villagers' committees are responsible for organizing villagers to manage rural human settlements. Fifth city and county (city, district) people's government in charge of rural human settlements governance is responsible for the comprehensive coordination, supervision and management of rural human settlements governance within their respective administrative areas.

Departments of development and reform, finance, housing construction, water conservancy, transportation, ecological environment, health, culture and tourism, planning and natural resources shall, in accordance with their respective responsibilities, do a good job in the governance of rural human settlements. Article 6 The people's governments of cities and counties (cities, districts) shall incorporate the governance of rural human settlements into the national economic and social development plan and the required funds into the fiscal budget. Article 7 The people's governments of cities, counties (cities, districts) and townships (towns) shall strengthen the publicity and education on the governance of rural human settlements and raise the awareness of the whole society to participate in the governance of rural human settlements.

Newspapers, radio and television, internet and other media should conduct public welfare propaganda and public opinion supervision on the governance of rural human settlements. Eighth all units and individuals have the obligation to maintain the rural living environment, and have the right to discourage and report acts that endanger the rural living environment. Chapter II Planning, Construction and Management Article 9 The people's governments of cities and counties (cities, districts) shall formulate special plans for the management of rural human settlements, which shall be incorporated into the overall planning of national territory and space, coordinated with rural economic and social development, and linked with other plans. Tenth city and county (city, district) people's governments shall strengthen the following infrastructure construction related to rural human settlements governance, including:

(a) water supply, power supply, gas supply, drainage, production and domestic sewage treatment facilities;

(two) public toilets, domestic waste and construction waste treatment facilities;

(three) roads, green spaces and other facilities;

(4) Waste treatment facilities such as livestock manure, dead livestock and poultry, crop straws and packaging of agricultural inputs;

(five) other infrastructure related to the management of rural human settlements. Eleventh rural human settlements governance infrastructure construction projects shall go through the relevant examination and approval procedures according to law.

The infrastructure construction of rural human settlements governance shall conform to the relevant national and provincial standards and technical specifications. Twelfth villagers' committee shall convene a villagers' meeting and incorporate the following matters into the village rules and regulations:

(a) the villagers consciously clean up and maintain their own courtyard, in front of the house and the surrounding streets and lanes of environmental hygiene behavior norms;

(two) the code of conduct for the treatment and comprehensive utilization of domestic garbage and agricultural waste;

(3) Code of conduct for maintaining public health and protecting ancient and famous trees;

(four) the code of conduct for caring for rural human settlements infrastructure;

(five) other matters related to the governance of rural human settlements that need to be included. Thirteenth city and county (city, district) people's government departments and township (town) people's government, street offices should establish a joint inspection mechanism, regular supervision and inspection of rural human settlements governance.

County (city, district) people's governments, township (town) people's governments, sub-district offices and other relevant departments shall establish a supervision and reporting system, and promptly accept and investigate illegal acts involving the governance of rural human settlements. Chapter III Management of Village Appearance Article 14 The people's governments of cities and counties (cities, districts) shall promote the implementation of village road hardening projects, and the main roads shall be equipped with drainage, sewage ditches, various pipe networks, street lamps and other facilities, and do a good job in beautifying the shoulders on both sides of the road.

County (city, district) people's governments, township (town) people's governments and sub-district offices shall, in accordance with relevant regulations, do a good job in highway maintenance within their respective jurisdictions. Fifteenth village appearance construction, rural housing construction and maintenance should highlight the local culture and regional characteristics, in line with relevant national standards and technical specifications. Sixteenth city, county (city, district) people's government, township (town) people's government and street offices should carry out greening construction, beautify the natural scenery and pastoral landscape. Article 17 The appearance of outdoor advertisements, plaques and signboards shall be clear, complete, beautiful, safe and firm, and their settings and terms shall comply with the provisions of relevant laws and regulations. Eighteenth no unit or individual may implement the following acts that affect the appearance of a village:

(a) urinating, spitting, littering, dumping sewage, randomly piling up livestock manure, construction waste and domestic waste;

(two) posting and spraying advertisements, posters and slogans on public facilities without authorization;

(3) threshing and drying grains on country roads;

(4) Parking vehicles;

(five) damage to public green spaces, squares and their supporting facilities;

(six) illegal construction of production and living houses and sheds for livestock and poultry breeding;

(seven) other acts that affect the appearance of the village.
