Article 39 During the period when the state encourages a couple to have one child, couples who voluntarily have only one child for life may apply to the township (town) people's government or subdistrict office where their household registration is located, receive the honorary certificate of the only-child parents free of charge, and enjoy the following rewards and preferential treatment:
(a) from the month of obtaining the license, pay at least one-child health care fee 20 yuan every month until the one-child reaches the age of 16. The required funds, belonging to state organs, institutions and employees of state-owned enterprises, shall be borne by the unit; Other personnel shall be borne by the municipal or county people's government where the household registration is located. The specific standard of the one-child health care fee is determined by the people's government at the city or county level divided into districts according to the local actual situation, and reported to the population and family planning administrative department of the provincial people's government for the record;
(two) when the employees of state organs and institutions retire, the pension will be increased by 5%; When enterprise employees retire, they will be given a one-time subsidy, and the specific standards will be determined by the people's governments at the city and county levels with districts. The required funds, belonging to state organs, institutions and employees of state-owned enterprises, shall be borne by the unit; Other personnel shall be borne by the municipal or county people's government where the household registration is located. If the state-owned enterprise is restructured or bankrupt, the family planning incentive funds for its retired employees shall be paid in accordance with the relevant provisions of the state and provincial people's governments;
(three) in the adjustment of contracted land, private plots, private plots and collective income distribution, if the family size is the basic distribution subsidy unit, the share of one person will be increased; If the family is the basic unit to allocate subsidies, the average household will increase by more than 30%;
(four) the allocation of land compensation fees, resettlement subsidies and arrangements for affordable housing, rural reconstruction, to be taken care of;
(5) Other awards and preferential treatments as stipulated by the local people's government.
If childless couples adopt only one child according to law, the provisions of the preceding paragraph shall apply.
Families who receive the honor certificate of the parents of the only child in rural areas;
Fortieth rural families who receive the "Glory Certificate of Only Child Parents" shall enjoy the following preferential treatment in addition to the rewards and preferential treatment stipulated in Article 39 of these regulations:
(a) as the key support object of family economic development, give support and preferential treatment in terms of capital, technology, training, information and labor export;
(two) give priority to the organization of labor export;
(3) giving priority to poor families in poverty alleviation loans, work-based relief, poverty alleviation projects and social relief;
(four) in the implementation of the new rural cooperative medical system, rural hospital delivery system, the government to give subsidies;
(5) Other preferential treatment stipulated by the local people's government.
Forty-first the implementation of rural family planning family reward and assistance system. Rural family planning families who have only one child or two girls shall be rewarded and assisted in accordance with the relevant provisions of the state and the province.
Implement a special support system for family planning families. For family planning families whose only child is dead or disabled, special relief funds will be issued in accordance with the relevant provisions of the state and the province.
About employees who receive the honor certificate of the only-child parents:
Forty-second workers with birth control operation certificate, according to the provisions of vacation, vacation period to enjoy their on-the-job wages, bonuses, welfare benefits. The local people's government shall give appropriate rewards to farmers who have undergone sterilization.
Workers enjoy their on-the-job wages, bonuses and welfare benefits during the treatment of patients with complications of birth control surgery; As a result, farmers and urban residents who have no employment units, or who are still unable to work normally after treatment, shall be subsidized by the local people's government.
Forty-third employees who have no children for life or have no children after receiving the honor certificate of the one-child parents will be given a pension of 100% or a one-time subsidy when they retire. The one-time subsidy standard is determined by the people's government at the city or county level where the household registration is located. The required funds shall be borne by the municipal and county people's governments where the household registration is located.
Article 44 Establish and improve the basic old-age insurance system. According to the principle of government guidance and farmers' willingness, couples who have given birth to two girls in rural areas and taken sterilization measures, as well as couples who have only given birth to one girl and received the Honor Certificate of Only Child Parents, are given priority care.
Forty-ninth couples who have received the honor certificate of their only-child parents and given birth to a second child according to law shall cancel the honor certificate of their only-child parents and stop enjoying the relevant rewards and preferential treatment stipulated in these regulations.
The Wuhu Municipal Health Planning Commission, together with the Municipal Finance Bureau, the Human Resources and Social Security Bureau and the Housing Construction Committee, issued the Notice on the Relevant Policies for Only-child Parents to Continue to Enjoy the Only Child during the Period of Preparing to Have a Second Child, which clarified the relevant policies for parents who received the Honorary Certificate of the Only Child to continue to enjoy the only child during the period of preparing to have a second child (including pregnancy):
First, when the masses register for birth (receive a healthy family card), the honor certificate of the one-child parents will not be recovered for the time being. If the child is under the age of 16, the health care fee for the only child can be paid to the month when the second child is born, and will be reissued from 20 18 to 1 month. After the birth of the second child, the honor certificate of the only child's parents was withdrawn.
Second, for compensation for land acquisition and demolition, family planning, special support policies, one-time retirement incentives, social endowment insurance for urban and rural residents and county (district) self-incentive measures, the original one-child related incentive preferential policies can be enjoyed until the month when the second child is born.
3.20 16 1 If you have received a two-child birth certificate before, you can reissue it from the month when you apply for cancellation of the two-child certificate. If you have received a healthy family card (birth registration) and are unwilling to give birth for personal reasons, you can return the card and reissue the honor certificate of the only child parents.
