Couples of childbearing age who meet the prescribed conditions and have children again shall apply for birth registration at the woman's work unit or the population and family planning management institution where the household registration is located. Population and family planning management institutions should register those who meet the requirements in time, and review and report them within 15 working days.
The population and family planning administrative department of the people's government at or above the county level shall, within 40 working days from the date of receiving the submitted materials, issue the Reproductive Health Service Certificate in accordance with the following examination and approval authority:
(1) If one of the spouses is an urban resident, it shall be audited by the population and family planning administrative department of the county (city, district) people's government and approved by the population and family planning administrative department of the city or state people's government;
(two) both husband and wife are rural residents, the county (city, district) people's government population and family planning administrative departments for examination and approval.
