The development of China automobile industry is facing unprecedented challenges and opportunities. In this context, what are the proposals about cars at the two sessions this year?

On May 18, Cheyou Toutiao learned from Great Wall Motor that Wang Fengying, President of Great Wall Motor, will attend the two sessions on May 13 this year, and put forward five suggestions on the high-quality development and globalization path of China automobile. They are: Suggestions on Accelerating the Strategic Objectives of Energy Conservation and Emission Reduction, Promoting Social Harmony and Encouraging the Development of Small Electric Vehicles, Suggestions on Vigorously Promoting the Sustainable and Healthy Development of Hydrogen Energy Industry and Promoting the Transformation and Upgrading of Energy and Electricity, Suggestions on Increasing the Support of China Automobile's Going Global under the Background of "Belt and Road", Suggestions on Reducing the Burden of Enterprises and Saving Social Resources to Realize the Integration and Upgrading of Automobile Consumption Information, and Suggestions on Establishing the Intelligent Detection of Motor Vehicles in the Current Automobile Society.

Recommendation 1: Encourage the development of small electric vehicles with the guidance of reducing energy consumption and saving resources.

With the continuous improvement of technology and quality of small electric vehicles, compared with medium and large electric vehicles, it is more economical and environmentally friendly, and more in line with the short-distance travel needs and purchasing power of low-income families and small town residents in big cities at this stage. However, due to the influence of industry policies, industry cognition and other factors, the development of small electric vehicles has been hindered to a certain extent, and the market share has dropped significantly.

Therefore, in view of the problems existing in the development of small electric vehicles at present, the representative of Wang Fengying suggested: 1. Establish product standards for small electric vehicles; Second, formulate subsidy standards for new energy vehicles oriented to reducing energy consumption; Third, give tax incentives to small electric vehicles; Fourth, strengthen the management of power battery recycling and highlight the advantages of small electric vehicles.

Recommendation 2: Strengthen national top-level design planning and policy guidance to solve the bottleneck problem of hydrogen energy industry chain.

At present, China's hydrogen energy industry lags behind the international advanced level in basic research, core materials, key components, manufacturing technology and integrated control, and the hydrogen energy industry chain, standards and regulations need to be further improved. These factors restrict the large-scale commercialization of China's hydrogen energy industry, and urgently need national top-level design planning and policy guidance to solve the problems existing in the entire hydrogen energy industry chain.

Therefore, Wang Fengying suggested: First, the government should guide and increase the investment in basic scientific research of hydrogen fuel cells, break through the technical bottleneck of core materials and key components, and promote the localization of products; Second, encourage and promote local governments to carry out demonstration applications of hydrogen energy according to local conditions, encourage local governments to innovate incentive mechanisms, and promote the formation of large-scale industrial clusters; Third, guide social capital investment through policies and encourage energy enterprises to take the lead in establishing a stable, convenient and low-cost hydrogen energy supply system; Fourth, improve the construction of standards and regulations and speed up the formulation of management rules after hydrogen energy is incorporated into the energy management system; 5. Formulate national top-level hydrogen energy planning, rationally plan hydrogen refueling stations, and formulate long-term and stable development policies for fuel cell vehicles.

Recommendation 3: Formulate the national strategy of "going global" for China automobile, and escort China's road to becoming a world automobile power.

Wang Fengying believes that under the new situation, the "Belt and Road" construction has provided great opportunities for China automobile to "go global". However, in the face of increasingly complicated international environment and competitive pattern, China automobile still faces many difficulties and problems such as low export price, single "going out" mode, insufficient brand influence, prominent financial service bottleneck and insufficient compliance risk control ability.

Therefore, she suggested: First, formulate the national strategy of "going out" of China automobile and promote the construction of a strong automobile country; Second, guide the export of new energy vehicles to new growth points and strengthen the management of export enterprises; Third, establish an automobile quality brand evaluation system and strengthen brand cultivation; Fourth, build a "Belt and Road" comprehensive service platform to escort enterprises to "go out to sea"; Fifth, optimize cross-border financial policy support and increase financial support for automobile enterprises to "go global"; Six, establish and improve the risk prevention and control and rights protection mechanism to protect the interests of China automobile enterprises.

Recommendation 4: Build a big data platform for automobile consumption information to benefit enterprises and people.

With the transformation and upgrading of the automobile industry, it has become a top priority for automobile consumption to change the extensive management mode in the past and use information tools to meet consumers' demand for a better automobile life.

Therefore, the representative of Wang Fengying suggested: First, open electronic processes to save social resources; Second, build a big data platform to reduce the burden on enterprises and consumers, including the government speeding up the process of building a big data center, changing many paper vouchers in the past in the form of multi-card integration, and replacing paper vouchers with comprehensive QR codes or other recognizable electronic certificate.

Recommendation 5: Establish an intelligent detection system for motor vehicles to promote the development of automobile society.

Wang Fengying said that the continuous reform of motor vehicle inspection in China has promoted the rapid development and progress of motor vehicle inspection industry. However, in the face of increasing demand for testing and severe environmental problems, China's motor vehicle testing still faces many problems, such as the contradiction between supply and demand of motor vehicle testing, and the lag in the promotion and application of new technologies, which directly affects the development of the automobile industry and the automobile society. It is necessary to promote the establishment of an intelligent motor vehicle testing system at the national level.

Therefore, she suggested: First, improve the inspection requirements of relevant laws and regulations of the Road Safety Law, and refine the automobile inspection standards and timetable; Second, the policy promotes the development of motor vehicle detection technology in the direction of intelligence and big data, and comprehensively improves the efficiency of motor vehicle detection; Third, promote the establishment of an intelligent vehicle inspection system, improve the data sharing and use mechanism, and solve the vehicle inspection problem.

It is worth mentioning that, in addition to the above five suggestions, Wang Fengying and Li Shufu, chairman of Geely Automobile, jointly submitted the Proposal on Changing the Vehicle Purchase Tax from Central Tax to Central Tax and Local Tax, proposing that the vehicle purchase tax should play two major roles: organizing fiscal revenue and economic adjustment. It is suggested that the vehicle purchase tax should be changed from the central tax to the central local tax, with a ratio of 50:50. The adjusted local fiscal revenue of vehicle purchase tax should be used for the research and development of new technologies and the promotion of automobile consumption in an appropriate proportion.
