The voluntary service organizations mentioned in these Regulations refer to:
(1) A non-profit social organization legal person engaged in voluntary service registered according to law;
(2) Organs, non-profit organizations and social organizations that organize voluntary service activities.
The term "volunteers" as mentioned in these Regulations refers to individuals who are registered or registered in voluntary service organizations and provide voluntary services for the society and others. Fourth cities, districts and counties (cities) shall set up volunteer service committees to organize, guide and coordinate volunteer service activities within their respective administrative areas.
Volunteer work guidance centers at all levels are the offices of volunteer service committees at the same level. Article 5 After the establishment of a volunteer service organization, it shall go to the local volunteer service working committee for the record, and the volunteer service working committee shall announce it to the public. Article 6 The responsibilities of voluntary service organizations are as follows:
(a) to establish and improve various measures and systems to carry out voluntary service activities;
(two) responsible for the recruitment, training, management and assessment of volunteers;
(three) to formulate a volunteer service plan and organize its implementation;
(four) responsible for the collection, use and management of funds and materials for voluntary service activities;
(5) Providing necessary assistance to volunteers and safeguarding their legitimate rights and interests;
(6) Organizing publicity and cooperation activities of voluntary service;
(seven) in accordance with the relevant provisions of the state to carry out domestic and foreign exchange activities. Article 7 Voluntary service organizations may recruit volunteers by themselves or jointly. When recruiting, the volunteer service plan shall be announced in an appropriate way.
Volunteer service organizations shall carry out volunteer service activities in accordance with the volunteer service plan. The volunteer service plan shall include the recruitment, training, use, assessment and service items of volunteers and other necessary matters. Article 8 A volunteer service organization shall, before carrying out volunteer service activities, report the volunteer service plan to the volunteer service working committee for the record, and report the volunteer service activities to the volunteer service working committee for reference within 30 days after the end of the volunteer service activities.
When the volunteer service working committee records the volunteer service plan, if it finds that the plan is inconsistent with the relevant provisions of laws and regulations, it shall immediately notify the volunteer service organization to modify it before filing. Article 9 In order to improve the quality of volunteer service and protect the legitimate rights and interests of volunteers, volunteer service organizations shall train volunteers in the basic concepts of volunteer service and professional service knowledge and skills. Article 10 A volunteer service organization shall issue a volunteer service certificate, a volunteer service record book and a volunteer logo.
The style, production, use and management measures of relevant certificates, books and signs shall be uniformly stipulated by the Municipal Volunteer Service Working Committee. Eleventh volunteers enjoy the following rights:
(1) Participating in the activities of voluntary service organizations;
(two) to receive knowledge and service skills training related to volunteer service;
(three) to participate in the management of voluntary service organizations and put forward suggestions, criticisms and supervision on their work;
(four) to participate in the formulation, design, implementation and evaluation of the volunteer service plan, and to obtain the complete information of volunteer service activities;
(5) Requesting voluntary service organizations to help solve the difficulties and problems encountered in voluntary service activities;
(six) to obtain the material and safety guarantee required for voluntary service;
(seven) when there are difficulties, give priority to the help and services of voluntary service organizations;
(eight) free to quit the voluntary service organization;
(9) Other rights that should be enjoyed. Twelfth volunteers shall perform the following obligations:
(1) Abide by the management regulations of voluntary service organizations;
(two) to fulfill the commitment of voluntary service and complete the service work arranged by the voluntary service organization;
(three) to participate in education and training arranged by voluntary service organizations;
(4) Respecting the rights of volunteers and keeping the personal privacy and business secrets of volunteers;
(five) shall not charge or charge fees in disguised form to the volunteer service object;
(six) the correct use and custody of volunteer service cards and volunteer signs;
(seven) other obligations stipulated by relevant laws, regulations and voluntary service organizations. Thirteenth volunteer service focuses on social welfare activities and the disabled, the elderly, entitled groups and other members of society who have special difficulties and need help. Fourteenth volunteer service organizations, volunteers and volunteer service objects are voluntary, equal and mutually respectful service and clients. When necessary, the voluntary service organization may sign a service agreement with the volunteer service object on the service content and requirements. Fifteenth voluntary service organizations provide voluntary services within their capabilities according to the application or actual needs of the clients. Units and individuals that need voluntary service may apply for services from voluntary service organizations.
Voluntary service organizations have the right to review the application matters and may not provide voluntary services to unqualified personnel. Sixteenth volunteer service objects can provide special service training and necessary material guarantee for volunteers participating in the service according to the actual situation and their own conditions.
