Traditional Chinese medicine (ethnic medicine) is a medical science gradually formed and constantly enriched and developed by people of all ethnic groups in China after thousands of years of production and life practice and fighting diseases. It has made important contributions to the prosperity of the Chinese nation and has had a positive impact on the progress of world civilization. Since the founding of New China, especially since the reform and opening up, the CPC Central Committee and the State Council have attached great importance to the work of Chinese medicine, and the cause of Chinese medicine has made remarkable achievements. However, we should also be soberly aware that there are still many problems in the development of traditional Chinese medicine, which cannot meet the growing health needs of the people. The Opinions of the Central Committee of the State Council on Deepening the Reform of the Medical and Health System (No.6 [2009] of the State Council) puts forward that both Chinese and Western medicine should be paid equal attention to and the role of Chinese medicine should be given full play. In order to further support and promote the development of Chinese medicine and implement the task of medical and health system reform, we hereby put forward the following opinions:
First, fully understand the importance and urgency of supporting and promoting the development of Chinese medicine.
For a long time, traditional Chinese medicine and western medicine have complemented each other and coordinated development, shouldering the heavy responsibility of maintaining and improving people's health, which is an important feature and significant advantage of China's medical and health undertakings. Traditional Chinese medicine has definite clinical efficacy, unique prevention and health care functions, flexible treatment methods and relatively low cost. Especially with the change of health concept and medical model, Chinese medicine has shown its unique advantages. As a treasure of the Chinese nation, Chinese medicine contains rich philosophical thoughts and humanistic spirit, which is an important embodiment of China's cultural soft power. Supporting and promoting the development of Chinese medicine is of great significance for deepening the reform of medical and health system, improving people's health level, promoting Chinese culture, and promoting economic development and social harmony.
With the economic globalization, scientific and technological progress and the rapid development of modern medicine, the development environment of traditional Chinese medicine has undergone profound changes, facing many new situations and new problems. The characteristic advantages of traditional Chinese medicine are gradually weakening, and the service field tends to shrink; Many academic thoughts and experiences of old TCM experts have not been passed down, some characteristic diagnosis and treatment technologies and methods are on the verge of extinction, and the innovation of TCM theories and technical methods is insufficient; The development of traditional Chinese medicine is uncoordinated, and the resources of wild traditional Chinese medicine have been seriously damaged; The basic conditions for the development of traditional Chinese medicine are poor and talents are scarce. All regions and relevant departments should fully understand the importance and urgency of supporting and promoting the development of traditional Chinese medicine, take effective measures to comprehensively strengthen the work of traditional Chinese medicine and create a new situation of sustained and healthy development of traditional Chinese medicine.
Two, the guiding ideology and basic principles of the development of traditional Chinese medicine.
(1) guiding ideology. Adhere to the guidance of Deng Xiaoping Theory and Theory of Three Represents, fully implement the Scientific Outlook on Development, and take meeting the people's demand for Chinese medicine services as the starting point of Chinese medicine work. Follow the development law of traditional Chinese medicine, maintain and develop the characteristics and advantages of traditional Chinese medicine, promote inheritance and innovation, enrich and develop the theory and practice of traditional Chinese medicine, promote the coordinated development of traditional Chinese medicine, and serve to improve the health level of the whole people.
(2) Basic principles. Adhere to both Chinese and western medicine, and put Chinese medicine and western medicine in the same important position; Adhere to the dialectical unity of inheritance and innovation, not only to maintain the characteristic advantages, but also to actively use modern science and technology; Adhere to the complementarity of Chinese and Western medicine, give full play to their respective advantages, and promote the integration of Chinese and Western medicine; Adhere to overall planning and promote the all-round development of Chinese medicine, medical and health care, scientific research, education, industry and culture; Adhere to the role of government support and mobilize all forces to promote the development of traditional Chinese medicine.
