The supervising agencies for animal epidemic prevention subordinate to the animal husbandry and veterinary administrative departments shall specifically implement the work of animal epidemic prevention within their respective administrative areas.
Health, industry and commerce, public security, transportation, aquatic products, gardens, drug administration and other relevant departments shall do a good job in animal epidemic prevention according to their respective responsibilities. Fifth people's governments at all levels should strengthen the leadership and supervision of animal epidemic prevention, improve the ability to prevent, control and exterminate animal epidemics.
People's governments at all levels shall commend and reward units and individuals that have made remarkable achievements in animal epidemic prevention, law enforcement and supervision, scientific research, technology popularization, etc., or have made meritorious deeds in reporting violations of laws and regulations on animal epidemic prevention. Chapter II Prevention, Control and Eradication of Animal Diseases Article 6 The municipal animal husbandry and veterinary administrative department shall, in accordance with the provisions of the state on the management of animal diseases and the actual situation of this Municipality, formulate plans and plans for the prevention of animal diseases and major animal diseases in this Municipality, which shall be implemented after being approved by the Municipal People's Government. Article 7 The municipal, district and county people's governments shall take measures to prevent, control and exterminate animal epidemics that seriously endanger the production of aquaculture and human health.
The animal husbandry and veterinary administrative department shall reserve an appropriate amount of drugs, biological products and related materials needed for the prevention, control and extermination of animal diseases, and the funds required shall be paid by the finance at the same level. Article 8 A planned immunization system shall be implemented for animal epidemics that seriously endanger aquaculture production and people's health. Vaccines needed for immunization are supplied by the municipal animal husbandry and veterinary administrative department through special channels. Article 9 Animals listed in the national and municipal lists of animal epidemics subject to compulsory immunization must be subject to compulsory immunization. Animals subject to compulsory immunization shall be issued with immunization certificates and immunization marks by the animal husbandry and veterinary administrative department.
Animal owners shall immunize animals that have not been given compulsory immunization in accordance with the regulations or that fail to pass the immunization. Article 10 Units and individuals that raise and manage animals shall, in accordance with the epidemic prevention standards stipulated by the state, formulate their own animal epidemic prevention systems, measures and methods, do a good job in immunization, purification, disinfection and deworming of animal diseases, and accept the supervision of the animal husbandry and veterinary administrative department and the monitoring of epidemic prevention quality. Article 11 Units and individuals that raise breeding stock and dairy stock shall make the breeding stock and dairy stock meet the health standards stipulated by the state, establish animal health files, and obtain the health certificates of breeding stock and dairy stock issued by the municipal animal husbandry and veterinary administrative department.
Breeding animals and dairy animals that do not meet the hygiene standards shall not be used for breeding animals and dairy animals. Article 12 Vehicles, ships, planes and other loading tools for transporting animals and animal products shall be cleaned and disinfected by the owner or carrier before loading and after unloading. The excrement, padding and pollutants removed shall be treated harmlessly.
No unit or individual may transport, sell or discard animals and animal products that are infected with epidemic diseases, died of illness or died of unknown causes during transportation; Feces, bedding and pollutants shall not be unloaded or discarded along the way, but must be unloaded at the designated place or at the station, port or airport where they arrive for harmless treatment.
In stations, ports and airports in epidemic areas, vehicles, boats and planes transporting animals are not allowed to carry feed, drinking water and other articles that may spread animal diseases. Article 13 Units and individuals engaged in scientific research, teaching, disease diagnosis and treatment, and places where pathogenic microorganisms of animal origin are preserved and used shall meet the conditions for animal epidemic prevention and prevent the spread of pathogenic microorganisms.
Units and individuals that use experimental animals for the production of biological products and scientific research on animal epidemics shall establish an epidemic prevention system to prevent the spread of animal epidemics. Animals after use shall be treated harmlessly, and relevant articles and places shall be disinfected. Fourteenth animal husbandry and veterinary administrative departments shall monitor the animal epidemic situation within their respective administrative areas, grasp the epidemic situation dynamics, and report to the people's government at the same level and the higher authorities in a timely manner.
Any unit or individual who discovers an animal epidemic disease shall promptly report to the animal husbandry and veterinary administrative department or the township or town animal epidemic prevention organization, and shall not conceal, falsely report or hinder others from reporting the animal epidemic disease. Article 15 When an animal epidemic occurs, the animal husbandry and veterinary administrative department shall promptly organize relevant personnel to arrive at the scene, collect disease materials, make a qualitative diagnosis, investigate the epidemic source, and delimit the epidemic point, epidemic area and threatened area. If it is necessary to take blockade measures against epidemic spots and epidemic areas, it shall promptly report to the people's government at the same level and decide to issue a blockade order.
