What kind of help has the mainland of China provided to Hong Kong?

China mainland's help and support to Hong Kong includes promoting the development of Guangdong-Hong Kong-Macao Greater Bay Area, consolidating and upgrading its position as an international financial center, consolidating and upgrading Hong Kong's position as an international aviation hub, building an international science and technology innovation center, improving the construction of land ports between Hong Kong and Shenzhen, exploring the mainland market by Hong Kong-funded enterprises, and adopting epidemic prevention measures.

First, regarding the promotion of Guangdong-Hong Kong-Macao Greater Bay Area's development, the central government supports the full implementation of the 24 policies and measures previously adopted in principle by the Guangdong-Hong Kong-Macao Greater Bay Area Construction Leading Group by the end of 2020, such as tax incentives, facilitating the purchase of houses, supporting young people to start businesses, "crossing the river" with science and technology funds, opening lawyers and professional services in construction, etc.

In the near future, designated Hong Kong-funded medical institutions in mainland cities of Greater Bay Area will be allowed to use drugs and commonly used medical devices registered in Hong Kong, human genetic resources in the Mainland will be relaxed to transit Hong Kong for research purposes, the "Hong Kong-Zhuhai-Macao Bridge" will be facilitated, and the "cross-border financial management link" will be accelerated.

Second, regarding the consolidation and upgrading of international financial centers, the central government supports deepening the financial interconnection between the two places, gradually expanding the scope of qualified shares for interconnection, and agreeing to speed up the listing of unprofitable biotechnology companies in Hong Kong under certain conditions, and to include mainland science and technology innovation board shares in the target.

Third, regarding the consolidation and promotion of Hong Kong's status as an international aviation hub, the central government supports Hong Kong International Airport to invest in Zhuhai Airport according to the principle of marketization, participate in its operation and development, further deepen cooperation, and build a world-class airport group with international competitiveness.

Fourth, regarding the construction of an international science and technology innovation center, the central government supports Hong Kong and Shenzhen to jointly build the Shenzhen Park in the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone and the Hong Kong Park in the Lok Ma Chau Hetao Area, and to implement "one area, two parks" under "one country, two systems".

Fifthly, regarding the improvement of land port construction in Shenzhen and Hong Kong, the central government supports Hong Kong to deepen Shenzhen-Hong Kong cooperation and optimize the Lok Ma Chau-Huanggang port. Shenzhen Xinhuanggang Port will adopt the method of "co-location of two inspection points", freeing more than 20 hectares of land in Hong Kong port area for other purposes, and further discussions will be held later to optimize the Luohu Port. Based on the experience of "Hong Kong-Zhuhai-Macao Bridge", this paper studies the implementation of "Hong Kong-Zhuhai-Macao Bridge" policy at Hong Kong-Shenzhen land port.

Sixth, regarding Hong Kong enterprises to explore the mainland market, the central government supports Guangdong Province to cooperate with the Hong Kong Trade Development Council and relevant chambers of commerce to provide policy advice, training and enterprise docking services for Hong Kong enterprises, so that Hong Kong enterprises can expand domestic sales channels and dock with e-commerce platforms.

Seventh, regarding epidemic prevention and anti-epidemic, the central government supports and requires the Hong Kong SAR Government to take all necessary measures of "preventing imports from outside and preventing rebound from inside", gradually and orderly resume personnel exchanges between Guangdong and Hong Kong through mutual recognition of "health codes" when the epidemic situation in Hong Kong is under control, support Hong Kong to ensure the supply of vaccines in COVID-19, and reserve a certain number of vaccines developed or produced in the Mainland for use by Hong Kong people when necessary.
