This specification is only applicable to elevator safety management in residential areas within the administrative area of this Municipality.
2 Legal basis and relevant standards

3 elevator safety management responsibilities
Elevator safety management in residential areas involves elevator production enterprises, elevator installation enterprises, elevator property owners, property management units, elevator maintenance units, elevator users and other parties. According to the Law on Work Safety, Regulations on Safety Supervision of Special Equipment, Regulations on Property Management, Regulations on Property Management in Chengdu and Regulations on Safety Management of Housing Use in Chengdu TSGT500 1-2009,
3. 1 Responsibility of elevator manufacturer and elevator installation unit
A. When the elevator leaves the factory, the elevator manufacturing enterprise shall provide design documents with safety technical requirements, product quality certificates, installation and maintenance instructions, and supervision and inspection certificates.
B after the installation, modification and maintenance of the elevator, the elevator manufacturing unit shall inspect and debug the elevator according to the requirements of safety technical specifications, and be responsible for the results of inspection and debugging.
C. The manufacture, installation and transformation of elevators must be supervised and inspected by an inspection agency recognized by the safety supervision and management department of special equipment in the State Council according to the requirements of safety technical specifications. Those who fail to pass the supervision and inspection shall not leave the factory or be delivered for use.
3.2 elevator property unit responsibilities and work specifications
A. The residential elevators in residential quarters are owned by the unit owners, who have the right to use, manage and control the residential elevators.
B. The owners' committee is the competent authority for elevator management in residential quarters, and shall formulate the Regulations on the Use and Management of Elevators in Residential Quarters, which shall stipulate the use, maintenance, management, repair and replacement of elevators; Formulate the use plan of special maintenance funds when the elevator cost is high, and clarify the use method of maintenance funds.
C the owners' committee of residential quarters shall entrust a qualified realty service enterprise to be responsible for the daily maintenance and management of elevator operation services. Both parties shall sign an entrustment agreement, and the trustee shall be responsible for elevator operation service and equipment management, and the owner shall pay the entrustment management fee according to the agreement. The owners' committee of the residential area shall supervise the implementation of the elevator safety management system of the residential property, regularly check and check the elevator safety management records of the property, and inform or publicize the elevator management and expenses to the elevator users.
3.3 Property management unit responsibilities and work specifications
A. The residential property is entrusted by the industry committee to be responsible for elevator operation service and daily management, and is the first responsible person for elevator safety work in this residential area.
B. Determine the elevator maintenance unit with the industry committee and sign the elevator maintenance contract.
C. Establish elevator use and operation safety management system according to relevant laws and regulations, and strictly implement it.
The safety management system shall at least include the following contents:

(3). Daily inspection system;
(4). Maintenance system;

(f) Records of equipment operation failures and accidents.

3.4 elevator maintenance unit responsibilities and work specifications
A. The elevator maintenance unit is entrusted by the residential property or industry committee to be responsible for the daily maintenance of the elevator, and shall strictly implement the requirements of the national safety technical specifications and be responsible for the safety performance of the elevator.
B elevator maintenance is divided into semi-monthly, quarterly, semi-annual and annual maintenance by the elevator maintenance unit. According to the characteristics of the elevator to be maintained, make a reasonable maintenance plan and scheme, clean, lubricate, check and adjust the elevator, and replace the vulnerable parts that do not meet the requirements, so that the elevator can meet the safety requirements and ensure the normal operation of the elevator. Through maintenance or self-inspection, it is found that the elevator can no longer guarantee the safe operation only by the maintenance agreed in the contract, and it is necessary to transform, repair or replace parts or update the elevator, and it shall be put forward in writing to the user.
C. Formulate emergency measures and rescue plans, and conduct emergency drills for elevators of different categories (types) maintained by the unit at least once every six months;
D. Set up a 24-hour maintenance telephone on duty to ensure timely elimination after receiving the failure notice. After receiving the elevator fault report, the maintenance personnel should arrive at the location of the maintenance elevator in time to carry out on-site rescue, and the arrival time should not exceed 30min.
E. Make detailed records of elevator failures in residential areas in time;
F, establish the maintenance record of each elevator in the community, and store it in the elevator technical file for at least 4 years.
G assist the residential property management unit to formulate elevator safety management system and emergency rescue plan;
H arrange maintenance personnel to cooperate with special equipment inspection and testing institutions to conduct regular inspection of residential elevators.
3.5 Code of Conduct for Elevator Passengers
A. Dangerous behaviors such as hard jumping, intentional shaking, littering, and damage to car parts are prohibited in the elevator. Passengers should take the initiative to maintain the safe operation of elevators.
B. People who take the elevator should take good care of the elevator, only press the button on the floor where they want to go, and are not allowed to press or tap the button continuously, or press the display button or alarm button with hard objects such as keys at will, or stand in the middle of the car door for a long time to stop the elevator.
